<br /> A RESOLUTION expressing to the President of the United States, Majority
<br /> Leader of the U.S. Senate, Speaker of the House, and Northeast Ohio's Congressional
<br /> Delegation,the support of the Council of the City of Lakewood for the continuance
<br /> of General Revenue Sharing through September 30, 1986, as well as the reauthorization
<br /> of a modified general revenue sharing program that is legislatively designed
<br /> to
<br /> 1). phase out general revenue sharing over a 4-year period,
<br /> thus allowing municipalities time to study and implement
<br /> alternative revenue sources, or
<br /> 2). modify general revenue sharing guidelines so that
<br /> potential recipients would qualify only if that municipality
<br /> could document that its income and real estate taxes are
<br /> at a significantly high level, and a fiscal need for federal
<br /> assistance remains
<br /> 3). a combination of Options 1 and 2.
<br /> WHEREAS, Federal Revenue Sharing is the only form of federal assistance
<br /> received by more than 30,000 governments; and
<br /> WHEREAS, municipalities country-wide, in an effort to reduce their
<br /> dependency on federal funding, as well as to meet the enormous responsibilities
<br /> of providing emergency food, shelter and basic city services, have had to raise
<br /> the cost of providing these city services, and
<br /> WHEREAS, 30% of the cities in this country have raised their property
<br /> taxes, 39~ have raised their licensing and permit fees, and 53% have raised
<br /> their sewer rates, and
<br /> WHEREAS, General Revenue Sharing has been effectively translated into
<br /> improving our city's police and fire protection, as well as maintaining our
<br /> vast infrastructure network, and
<br /> WHEREAS, since 1981, General Revenue Sharing has provided the City
<br /> of Lakewood with over $1.78 millon dollars, and
<br /> WHEREAS, in 1984, General Revenue Sharing accounted for 3% of our
<br /> city's general fund budget; now therefore,
<br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO:
<br /> Section 1. That this Council, for and on behalf of the residents
<br /> of the City of Lakewood, hereby expresses to the President of the United States,
<br /> Majority Leader of the U.S. Senate, Speaker of the House, and Northeast Ohio's
<br /> Congressional Delegation its deep concern over the Administration's proposed
<br /> $4.6 billion cut in General Revenue Sharing and strongly urges our officials
<br /> to aggressively examine the local economic merits of General Revenue Sharing
<br /> and to support the continuance of General Revenue Sharing through 1.986, as well
<br /> as a modified reauthorization of General Revenue Sharing as outlined above.
<br /> Section 2. That the Clerk of Council be, and she is hereby authorized
<br /> and directed, to forward certified copies of this Resolution to President Reagan,
<br /> U.S. Senate Majority Leader Robert Dole, Speaker of the House Thomas R. O'Neill,
<br /> Ohio Congressmen Eckart, Pease, Seiberling, Regula, Traficant, Feighan, Stokes,
<br /> and Congresswoman Oakar, and that a copy of this resolution be spread upon the
<br /> minutes of this meeting.
