RESOLUTION N0. 6038-86 BY:Chinnock, Graham, Gallagher, <br /> McBride, Wendling <br /> A RESOLUTION uirging the appropriate elected representatives <br /> to the Congress of the United States not to cut Community Development <br /> Block Grant Funds, Federal Revenue Sharing Funds, and Office on Aging <br /> Title IIIB and IIIC Funds to municipalities in meeting the <br /> requirements of the Gram~n-Rudman-Hollings Bill. <br /> WHEREAS, the Gramm-Rudman-Hollings Bill, adopted as Public <br /> Law 99-177, requires a balanced Federal budget by 1991 through a <br /> series of incrimental procedures over the next five years, and <br /> WHEREAS, as a Kesult of the adoption of said Bill, the City <br /> has already received 1~ percent less than the original estimated <br /> amount of Community Development Funds to be received in 1986, which <br /> sum is 3H percent lower than that received by this time in 1985, and <br /> WHEREAS, Feder$1 Revenue Sharing Funds received by the City <br /> of Lakewood in 1986 are ~2 percent less than those funds received in <br /> 1985, and present plans call for the elimination of Federal Revenue <br /> Sharing Funds for 1987 c~hich would result in a loss to the City of <br /> approximately $59g,G0g.0GJ} and <br /> WHEREAS, Office on Aging Title IIIB and IIIC Funds, funded <br /> under the Older AmericanslACt, to be received by the City in 1986 are <br /> $104,G0G.00, representin44~~ a reduction of approximately 4.3 percent <br /> from 1985 with an additio~hal 17 percent reduction anticipated at this <br /> time for 1987, and <br /> WHEREAS, the effect of the Gramm-Rudman-Hollings legislation <br /> on municipalities will b@ substantial if the aforementioned funds are <br /> permitted to be reduced and all municipalities will be faced with a <br /> severe funding crisis o maintain service levels and municipal <br /> programs, particularly ~n the area of social services for elderly <br /> citizens; now, therefore, <br /> BE IT RESOLVED ~Y THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> OF OHIO: <br /> Section 1. Thai the Council of the City of Lakewood for and <br /> on behalf of all of th$ citizens of the City of Lakewood strongly <br /> urges the representativeslto the Congress of the United States not to <br /> cut Community DevelopmentlBlock Grant Funds, Federal Revenue Sharing <br /> Funds, and Office on F~ging Title IIIB and IIIC Funds to the <br /> municipalities in meetirjg the requirements of the Gramm-Rudman- <br /> Hollings Bill, but rath$r to look for areas of reduction which would <br /> have less adverse impact gpon municipal service levels, particularly <br /> the social services so vitjal to the welfare of the elderly citizens of <br /> said communities. <br /> Section 2.
