_ RESOLUTION No. 6061-86 BY' Brown, Chinnock, Gallagher, Graham, McBride, Salmon, Wendling A RESOLUTION expressing the sympathy of the Council of the City of Lakewood to the family of the late John E. Freeman. WHEREAS, during the summer of 1983, a home on Winchester Avenue in the City was broken into and an elderly female assaulted, and WHEREAS, out of that incident, one John E. Freeman, a Winchester Avenue resident since 1949, immediately became concerned for the safety of the residents of the neighborhood, and with the assistance of Officer Edward Patrick of the Lakewood Crime Prevention Bureau actively initiated one of the first Block Watch programs in the City and the first such program in Ward 4, and WHEREAS, until his untimely passing on May 3, 1986, Mr. Freeman, through hard work and his dedication to the welfare of his community, was instrumental in keeping the Winchester Block Watch Program viable, growing and active, and WHEREAS, this Council now wishes to honor the memory of John E. Freeman for his significant contribution to safety and welfare of his neighborhood in an appropriate fashion and to extend condolences to his family; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Lakewood City Council honors the memory of the late John E. Freeman and extends its deepest sympathies to his wife, Virginia M. Freeman, and their two sons, John C. Freeman and Richard A. Freeman, on the loss of their beloved husband and father. Section 2, That the Clerk of Council be and she is hereby authorized and directed to forward a certified copy of this Resolution to Mrs. Virginia M.
