_ <br /> <br /> RESOLUTION No. 6061-86 BY' Brown, Chinnock, Gallagher, <br /> Graham, McBride, Salmon, Wendling <br /> A RESOLUTION expressing the sympathy of the Council of the <br /> City of Lakewood to the family of the late John E. Freeman. <br /> WHEREAS, during the summer of 1983, a home on Winchester <br /> Avenue in the City was broken into and an elderly female assaulted, <br /> and <br /> WHEREAS, out of that incident, one John E. Freeman, a <br /> <br /> Winchester Avenue resident since 1949, immediately became concerned <br /> for the safety of the residents of the neighborhood, and with the <br /> assistance of Officer Edward Patrick of the Lakewood Crime Prevention <br /> Bureau actively initiated one of the first Block Watch programs in the <br /> City and the first such program in Ward 4, and <br /> WHEREAS, until his untimely passing on May 3, 1986, Mr. <br /> Freeman, through hard work and his dedication to the welfare of his <br /> community, was instrumental in keeping the Winchester Block Watch <br /> Program viable, growing and active, and <br /> WHEREAS, this Council now wishes to honor the memory of John <br /> E. Freeman for his significant contribution to safety and welfare of <br /> his neighborhood in an appropriate fashion and to extend condolences <br /> to his family; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> OF OHIO: <br /> Section 1. That Lakewood City Council honors the memory of <br /> the late John E. Freeman and extends its deepest sympathies to his <br /> wife, Virginia M. Freeman, and their two sons, John C. Freeman and <br /> Richard A. Freeman, on the loss of their beloved husband and father. <br /> Section 2, That the Clerk of Council be and she is hereby <br /> authorized and directed to forward a certified copy of this Resolution <br /> to Mrs. Virginia M.
