RESOLUTION N0: 6086-86 BY: Chinnock, Gallagher, Graham, <br /> Salmon, Gtendling <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor to submit <br /> and enter into an agreement with and to administer and budget Litter <br /> Prevention and Recycling Grants from the Ohio Department of Natural <br /> Resources, Office of Litter Prevention & Recycling. <br /> WHEREAS, litter is unsightly, unsanitary and creates blighting <br /> conditions, and <br /> WHEREAS, the Lakewood City Council recognizes the existence of a <br /> litter problem within the boundaries of the City of Lakewood and the need <br /> to address the programs; and <br /> WHEREAS, this resolution constitutes an emergency measure providing <br /> for the immediate preservation of the public health, safety and welfare and <br /> for the further reason that the funds are available. <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. That the Mayor, on behalf of the City of Lakewood., be and <br /> he is hereby authorized and directed to enter into an agreement with and to <br /> budget and administer ali grants received from the Ohio Department of <br /> Natural Resources, Office of Litter Prevention and Recycling allocated <br /> from the Litter Control Act of 1980. <br /> Section 2. It is found and determined that all formal actions of this <br /> Council concerning and relating to the passage of this resolution were <br /> adopted in an open meeting of this Council, and that all such deliberations <br /> of this Council and any of its committees that resulted in such formal <br /> action, were in meetings open to the public, in compliance with all legal <br /> requirements including Section 121.22 of the Ohio Revised Code. <br /> Section 3. That this Resolution is hereby declared to be an emergency <br /> measure for the reasons stated in the preamble hereof and provided it <br /> receives the affirmative vote of two-thirds of all members elected to <br /> Council, it shall take effect and be in force immediately upon its adoption <br /> and approval by the Mayor. <br /> <br /> Adopted : ~Q.,~.O/IN.~/~- /5~9~G <br /> PR I NT <br /> ~9~ . <br /> CLERK <br /> <br /> Approved ~~~~EI. <br /> M YOR <br /> <br />
