<br /> RESOLUTION N0. 6167-87 BY: Brown, Chinnock, Gallagher, <br /> Graham, Salmon, McBride, Wendling <br /> A RESOLUTION extending congratulations to Charles A. Kirk <br /> on being the recipient of Lakewood's "Spirit of 87" Award in the <br /> category of "Liberty through Law." <br /> WHEREAS, "Spirit of 87" Awards are a major recognition <br /> activity in the State of Ohio for the Bicentennial Celebration of the <br /> signing of the United States Constitution and the Northwest Ordinance, <br /> and <br /> WHEREAS, Charles A. Kirk, has been selected by the Lakewood <br /> United States Constitution/Centennial Commission as Lakewood's "Spirit <br /> of 87" Award in the area of "Liberty through Law," and <br /> WHEREAS, Mr. Kirk was selected for his outstanding work in <br /> the area of crime prevention and safety programs, being the <br /> coordinator of Lakewood's Crime Watch Program and Block Captain for <br /> his neighborhood and giving so liberally of his time, talents and <br /> energies to the child identification program, the auto identification <br /> program, and the City's bicycle safety program, and <br /> WHEREAS, Mr. Kirk automatically becomes a finalist at the <br /> State level and will be vying for the State of Ohio Spirit of 87 Award <br /> to be determined at the State Fair in Columbus, Ohio, and <br /> WHEREAS, this Council wishes to join with his many friends <br /> and acquaintences in congratulating Charles A. Kirk on being selected <br /> as the recipient of Lakewood's "Spirit of 87" Award in the category of <br /> "Liberty through Law"; now, therefore <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> OF OHIO: <br /> Section 1. That this Council extends to Charles A. Kirk its <br /> heartiest congratulations and that of all of the citizens of this <br /> community, on being the recipient of Lakewood's "Spirit of 87" Award <br /> in the category of "Liberty through Law" and wishes him good luck and <br /> success as a finalist in the finals in Columbus, Ohio. <br /> Section 2. That the Clerk of Council be and she is hereby <br /> authorized and directed to forward a certified copy of this Resolution <br /> to Charles A.
