Mikula and his <br /> staff for their comprehensive annual report for the year ended December 31, <br /> 1986, for which the City has been presented a Certificate of Achievement for <br /> Excellence in Financial Reporting for the sixth consecutive year, <br /> WHEREAS, a Certificate of Achievement for Excellence in Financial <br /> Reporting is presented by the Government Finance Officers Association of the <br /> United States and Canada to governmental units whose comprehensive annual <br /> financial reports are judged to substantially conform to program standards, <br /> and <br /> WHEREAS, the Certificate of Achievement is the highest form of <br /> recognition in governmental accounting and financial reporting, and its <br /> attainment represents a significant accomplishment by a government and its <br /> management, and <br /> WHEREAS, the City has been notified that its comprehensive annual <br /> financial report for the fiscal year ended December 31, 1986, qualifies for <br /> a Certificate of Achievement for Excellence in Financial Reporting, the sixth <br /> consecutive year the City has been so honored, and <br /> WHEREAS, it is fitting and proper that such outstanding <br /> accomplishment by the Finance Department of the City be given public <br /> cognizance and recognition; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF <br /> OHIO: <br /> Section 1. That this Council extends to Finance Director Leonard <br /> A. Mikula and his entire staff its appreciation, and that of all of the <br /> citizens of this community, for all their hard work and effort in the <br /> preparation of the annual financial report of the City for the year ended <br /> December 31, 1986, for which the City has been presented a Certificate of <br /> Achievement For Excellence in Financial Reporting award. <br /> Section 2. That the Clerk of Council be, and she is hereby <br /> authorized and directed to forward a certified copy of this Resolution to <br /> Finance Director Leonard A.
