<br /> RESOLUTION NO. 6285-88 BY: Brown, Chinnock, Gallagher, Gazzana, <br /> George, Graham, Wendling <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor and <br /> Lakewood City Council, for and on behalf of the City of Lakewood, to help <br /> bring PASSPORT, designed to slow the growth in Medicaid nursing home <br /> spending by providing an alternative to nursing home care by serving <br /> low-income, chronically-impaired seniors in their homes, to Cuyahoga <br /> County. <br /> WHEREAS, the elderly population is the fastest growing <br /> population in Ohio, the greatest growth occurring in persons age 75 and <br /> over, <br /> WHEREAS, the 75 and over population suffers from increased <br /> chronic illnesses and 40% of the persons in this age group are categorized <br /> as frail and impaired, <br /> WHEREAS, an effective system of long-term care for older persons <br /> requires a continuum of services, including quality nursing home care for <br /> those who live in this setting and quality community-based alternatives, <br /> WHEREAS, the Ohio Department on Aging has reported that Ohio <br /> spends over 600 million dollars a year an nursing home care for those who <br /> cannot afford to pay, but spends only 60 million dollars a year on home <br /> care, <br /> WHEREAS, Ohio has established the PASSPORT Program to serve <br /> low-income older persons in their home and to slow the growth in Medicaid <br /> nursing home spending, <br /> WHEREAS, the Ohio Department on Aging reports that in 1987 the <br /> average monthly cost to Medicaid for care in a nursing home was $1,537 a <br /> month and the average cost of care in the community under the PASSPORT <br /> Program ranged from $390 to $490 a month, <br /> WHEREAS, in Cuyahoga County 25 percent of the 65 and over <br /> population are below the poverty level and limited long-care ogtions short <br /> of institutionalization exist for poor chronically impaired older persons, <br /> WHEREAS, Cuyahoga County has the largest older population of <br /> Ohio's 88 counties with an estimated 200,000 persons age 65 and over and <br /> approximately 80,000 persons age 75 and over, <br /> WHEREAS, PASSPORT is currently operational in 12 Ohio counties <br /> (Champaign, Darke, Franklin, Hamilton, Logan, Madison, Miami, Portage, <br /> Preble, Shelby, Summit and Union) BUT NOT YET AVAILABLE IN CUYAHOGA COUNTY; <br /> now, therefore, <br /> BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. That the Mayor and Lakewood City Council, for and on <br /> behalf of the City of Lakewood, help bring PASSPORT to Cuyahoga County by <br /> any and all possible efforts in this direction. <br /> Section 2. That the Mayor and Lakewood City Council supports <br /> the PASSPORT Program and strongly urges Ohio to increase funding for <br /> PASSPORT sufficient enough to enable the program to be established in <br /> Cuyahoga County. <br /> Section 3.
