RESOLUTION NO. 6370-89 <br /> <br />BY: Brown, Chinnock, Gallagher, <br /> Gazzana, George, Graham, Wendling <br /> <br /> AN EMERGENCY RESOLUTION authorizing and directing the Director of <br />Public Safety to enter into a contract with the Zannoni, Heckaman and Payto <br />Partnership to perform an architectural feasibility study regarding a new <br />jail facility and city hall expansion; <br /> <br /> WHEREAS, on February 2 and 3, 1989, the City advertised in the <br />Cleveland Plain Dealer a request for architectural feasibility studies <br />regarding a new jail facility and city hall expansion; and <br /> <br /> WHEREAS, on March 10, lg89, five (5) firms submitted their <br />proposals regarding architectural feasibility study; and <br /> <br /> WHEREAS, a committee consisting of the City Engineer, Assistant <br />Engineer, Law Director, Captain of the Administrative Services Division of <br />Lakewood's Division of Police, Director of' Public Works and licensed <br />architect interviewed the firms and reviewed all five (5) proposals and <br />unanimously recommended the lowest and best bidder: Zannoni, Heckaman and <br />Payto Partnership; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Director of Public Safety be authorized, and <br />is hereby directed to enter into a contract with the Zannoni, Heckaman and <br />Payto Partnership to perform an architectural feasibility study regarding a <br />new jail facility and city hall expansion. <br /> <br /> Section 2. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this resolution were <br />adopted in an open meeting of this Council, and that all such deliberations <br />of this Council and of any of its committees that resulted in such formal <br />acti6n, were in meetings open to the public, in compliance with all legal <br />requirements. <br /> <br /> Section 3. That this Resolution 'is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof, and provided <br />it receives the affirmative vote of two-thirds of all members elected to <br />Council, it shall take effect and be in force immediately upon its adoption <br />and approval by the Mayor. <br /> <br />PRESIDENT <br /> <br /> <br />
