RESOLUTION NO. 6381-89 BY: Brown, Gallagher, Gazzana, George, Graham, Wendling AN EMERGENCY RESOLUTION authorizing the Director of Public Safety to issue a permit to the Lakewood Centennial Commission for festival rides at the 1989 Hometown Pride celebration. WHEREAS, the Centennial Commission has determined that it is in the public interest to offer a wide variety of activities during Hometown Pride Weekend, July 28-30, 1989, and WHEREAS, it is important to encourage participation of all our citizens in the celebration of Lakewood's 100th birthday and to provide entertainment for our residents of all ages, and WHEREAS, the rides proposed and attached to the letter from the Chairman of the Centennial Commission are appropriate as part of our Centennial Celebration, and WHEREAS, this resolution constitutes an emergency measure providing for the usual daily operation of a municipal department; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Director of Public Safety be and is hereby authorized to issue a permit to the Lakewood Centennial Commission for amusement rides at the Hometown Pride Festival of Lakewood Centennial Celebration. Section 2. That the issuance of the permit provided for in Section 1 be subject to a determination by the Director of Public Safety that all such amusements are in full compliance with applicable building codes, safety regulations and other laws of the State of Ohio or ordinances of the City of Lakewood, and provided that the vendor shall provide evidence of insurance, bonds and/or policies of insurance satisfactory to the Director of Law. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 4. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise, it shall take effect and be in force after the earliest period allowed by law.
