Placed on FIRST READING on 7/3/89 <br />Placed on SECOND'READING on 7/17/89 <br /> <br />RESOLUTION NO. <br /> <br />6384-89 <br /> <br />BY': Brown, Chinnock, Gazzana, <br /> Wendling <br /> <br /> AN EMERGENCY RESOLUTION authorizing the Mayor to enter into <br />a lease for property located at 15001 Detroit Avenue for and on behalf <br />of the City of Lakewood and declaring the necessity for the lease of <br />such property for a public purpose. <br /> <br /> WHEREAS, the property at 15001 Detroit Avenue is a central <br />piece in the area planned for residential and commercial develoPment, <br />which parcel is presently planned for use as a public purpose, namely <br />public parking, and <br /> <br /> WHEREAS, the subject property would be an essential element <br />in such development and the lease of said property for a number of <br />years would substantialIy increase the cost to the City of acquisition <br />for the proposed development, and ~- <br /> <br /> WHEREAS, the City of Lakewood has various needs for offices <br />for City Departments and Such parcel, because of its location and <br />likely necessity for acquisition by the City of Lakewood, would be an <br />ideal place to locate certain City offices, and <br /> <br /> WHEREAS, the property at 15001 Detroit Avenue would be an <br />ideal location for the temporary housing of the Department of Health <br />and the Community Development Corporation while plans for the <br />renovation of City Hall and the ultimate resolution of space problems <br />at City Hall are considered, and <br /> <br /> WHEREAS, the subject property has sufficient parking and <br />would provide excellent access for our citizens to the Department of <br />Health and the Community Development Corporation, and <br /> <br /> WHEREAS, the subject location would provide an excellent <br />opportunity for the ~Community Development Corporation to more closely <br />interrelate with our business community to better ascertain its needs, <br />problems and more effectively communicate with our business community <br />especially in the central downtown area, and <br /> <br /> WHEREAS, this resolution constitutes an emergency measure <br />providing for the immediate preservation public health, safety and <br />welfare and for the usual daily operation of a municipal department; <br />now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council hereby determines that the <br />property located at 15001 Detroit Avenue is an excellent temporary <br />location for the Department of Health and the Community Development <br />Corporation while plans for the ultimate resolution of the office <br />space problem at City Hall are reviewed. <br /> <br /> Section 2. That this Council hereby determines that it is <br />in the public interest to enter into a lease for the currently vacant <br />ground floor retail section approximating 3,255 square feet for the <br />temporary housing of certain City offices with a view towards <br />acquisition of the property, either by negotiation with the property <br />owner or acquisition through appropriate legal proceedings. <br /> <br /> Section 3. That the Mayor be and is hereby authorized to <br />enter into a lease on behalf of the City of Lakewood for said premises <br />at a monthly rental of $1,590.00, which amount shall include heat and <br />water, for a period of two (2) years. The City of Lakewood is also <br />granted two (2) two-year options to renew the lease. The City of <br />Lakewood agrees, without demand and without any deduction or set off, <br /> <br /> <br />
