RESOLUTION NO. 6463-90 <br /> <br />BY:Boscia, Gallagher, Gazzan~ <br /> George, Graham, Roth, Smil <br /> <br /> A RESOLUTION urging the Ohio State Legislature to adopt <br />joint resolution HJR 16 and SJR 11 that would amend the Ohio <br />Constitution to make housing a public purpose. <br /> <br /> WHEREAS, the Ohio General Assembly is currently <br />considering HJR 16 and SJR 11 which would submit to the voters a <br />proposed amendment to the Ohio Constitution declaring housing a <br />public purpose in Ohio, and <br /> <br /> WHEREAS, the State of Ohio, the City of Lakewood and <br />all of its communities continue to face major housing crises of <br />various kind and degree, and <br /> <br /> WHEREAS, the availability of affordable housing has <br />decreased dramatically since 1980 due to a variety of causes, <br />including the escalation of the prices of the housing stock, and <br /> <br /> WHEREAS, nearly 400,000 young Ohio <br />afford to buy their first home because <br />requirements and housing prices, and <br /> <br />families cannot <br />of downpayment <br /> <br /> WHEREAS, HJR 16 and SJR 11 would amend the Ohio <br />Constitution to declare housing to be a public purpose under the <br />Ohio Constitution and thereby permit the State, cities and other <br />political subdivisions to create innovative new programs to <br />assist in the availability of housing for all our citizens, and <br /> <br /> WHEREAS, new housing programs created by the <br />purpose amendment should be carefully crafted by the <br />assembly to supplement and coordinate rather than to <br />with private housing resources; now, therefore, <br /> <br /> public <br />general <br />compete <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council supports HJR 16 and SJR <br />11 and urges the Ohio General Assembly to adopt such resolutions <br />to submit to the voters of Ohio a proposed constitutional <br />amendment to declare housing to be a public purpose in Ohio. <br /> <br /> Section 2. That the Clerk of Council and she is hereby <br />authorized and directed to forward a certified copy of this <br />resolution to Honorable Vern Riffe, Speaker of the Ohio House of <br />Representatives; Honorable Corwin M. Nixon, Minority Leader of <br />the Ohio House of Representatives; Honorable Stanley J. Aronoff, <br />President of the Ohio Senate; Honorable Harry Meshel Minority <br />Leader of the Ohio Senate; State Representative Madeline A. Cain <br />and State Senator Charles Butts, and that a copy of this <br />resolution be spread upon the minutes of this meeting. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of <br />this resolution were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its <br />committees that resulted in such formal action were in meetings <br />open to the public in compliance with all legal requirements. <br /> <br />1 <br /> <br /> <br />
