RESOLUTION NO. 6463-90 BY:Boscia, Gallagher, Gazzan~ George, Graham, Roth, Smil A RESOLUTION urging the Ohio State Legislature to adopt joint resolution HJR 16 and SJR 11 that would amend the Ohio Constitution to make housing a public purpose. WHEREAS, the Ohio General Assembly is currently considering HJR 16 and SJR 11 which would submit to the voters a proposed amendment to the Ohio Constitution declaring housing a public purpose in Ohio, and WHEREAS, the State of Ohio, the City of Lakewood and all of its communities continue to face major housing crises of various kind and degree, and WHEREAS, the availability of affordable housing has decreased dramatically since 1980 due to a variety of causes, including the escalation of the prices of the housing stock, and WHEREAS, nearly 400,000 young Ohio afford to buy their first home because requirements and housing prices, and families cannot of downpayment WHEREAS, HJR 16 and SJR 11 would amend the Ohio Constitution to declare housing to be a public purpose under the Ohio Constitution and thereby permit the State, cities and other political subdivisions to create innovative new programs to assist in the availability of housing for all our citizens, and WHEREAS, new housing programs created by the purpose amendment should be carefully crafted by the assembly to supplement and coordinate rather than to with private housing resources; now, therefore, public general compete BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That this Council supports HJR 16 and SJR 11 and urges the Ohio General Assembly to adopt such resolutions to submit to the voters of Ohio a proposed constitutional amendment to declare housing to be a public purpose in Ohio. Section 2. That the Clerk of Council and she is hereby authorized and directed to forward a certified copy of this resolution to Honorable Vern Riffe, Speaker of the Ohio House of Representatives; Honorable Corwin M. Nixon, Minority Leader of the Ohio House of Representatives; Honorable Stanley J. Aronoff, President of the Ohio Senate; Honorable Harry Meshel Minority Leader of the Ohio Senate; State Representative Madeline A. Cain and State Senator Charles Butts, and that a copy of this resolution be spread upon the minutes of this meeting. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. 1
