RESOLUTION NO. 6498-90 <br /> <br />BY: Boscia, Gallagher, Gazzana, <br /> George, Graham, Roth, Smith <br /> <br /> AN EMERGENCY RESOLUTION urging the United States Senate <br />support of House Resolution 3, the Early Childhood Education and <br />Development Act of 1990. <br /> <br />WHEREAS, this legislation provides: <br /> <br />$611 million to expand the Head Start program to provide <br />child care for participants. <br /> <br />$429 million to provide funding for school-based <br />pre-kindergarten and before and after school programs. <br /> <br />$450 million to create a new infant]toddler child care <br />program funded through an expansion of the Title XX <br />Social Services Block Grant. <br /> <br />$260 million to support the child care infrastructure, <br />including funds for provider training, resource and <br />referral, grants and loans to centers and parent <br />education. <br /> <br />$25 million to promote business involvement in child. <br />care. <br /> <br />$75 million to provide funding for incentive grants to <br />help states improve child care and develop standards; <br />now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council, for the City of Lakewood <br />and on behalf of all its citizens, strongly urges members of the <br />United States Senate to approve H.R. 3 as adopted by the House of <br />Representatives to provide better opportunities for all who are in <br />need of quality child care. <br /> <br /> Section 2. That the Clerk of Council be, and she is <br />hereby authorized and directed to forward a certified copy of this <br />Resolution to Congressman Edward Feighan, Congresswoman Mary Rose <br />Oakar, Senator John Glenn, Senator HoWard Metzenbaum, The Clerk of <br />the United States House of Representatives, the Clerk of the <br />United States Senate and President George Bush. <br /> <br /> Section 3.
