6529-90 Urge legislation mandating felons inform of intended residence

RESOLUTION NO. 6529-90 BY: Bo~i~ Gallagher~ GazTana, George, Graham, Roth, Smith A RESOLUTION urging that the Ohio General Assembly adopt legislation mandating those paroled felons who have committed heinous crimes involving murder or rape of the Felony 1 and Felony 2 Degree inform, through their parole officer, the law enforcement officials of the intended community of residence. WHEREAS, a supervised paroled person previously convicted of murder committed a heinous sexual crime in our community recently, and WHEREAS, crimes such as these are of great danger to this community and have been and are being committed by habitual and dangerous persons traveling from place to place throughout the state, and WHEREAS, there presently exists no means whereby the police officers of the City may be apprised of the arrival into the City or the presence in the City of such criminals until after a crime has been committed by them, and WHEREAS, this Council is of the opinion that legislation enacting certain changes in the specific procedures regarding previously convicted felons would lessen the menace to the peace, safety and welfare of the residents of the City of Lakewood; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Council of the City of Lakewood for and on behalf of the citizens of the City of Lakewood and of Cuyahoga County, strongly urges the Ohio General Assembly to enact legislation to require those paroled felons who have committed heinous crimes involving murder or rape of the Felony 1 and Felony 2 Degree inform through their parole officer, the law enforcement officials of the intended community of residence. Section 2. That the Council of the City of Lakewood for and on behalf of the Citizens of the City of Lakewood and of Cuyahoga County strongly urges the Ohio General Assembly to also enact legislation mandating that at the occurrence of any crime above a minor misdemeanor committed by a serious offender on parole, the parole board will revoke that offender's parole. Section 3. That the Clerk of Council be and she is hereby authorized and directed to forward certified copies of this resolution to Vern Riffe, Speaker of the House, Stanley Aronoff, President of the Ohio Senate, Madeline A.
