RESOLUTION NO. <br /> <br />6530-90 <br /> <br /> BY: Boscia, Gallagher, <br />Gazzana, George, Graham, <br />Roth, Smith <br /> <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor <br />of the City of Lakewood to sign any and all documents necessary to <br />submit an application(s) for financial assistance and to execute <br />necessary agreements, as part of the State of Ohio Issue 2 Public <br />Works Improvement Program during 1991. <br /> <br /> WHEREAS, the State of Ohio, through the enactment of the <br />Issue 2 Program, has made available to local communities funds for <br />public improvements subject to certain guidelines, and <br /> <br /> WHEREAS, the City of Lakewood has significant <br />improvement needs 'which exceed the City's current ability to <br />finance within a reasonable time, and <br /> <br />public <br />solely <br /> <br /> WHEREAS, this resolution constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and for the usual daily operation of a municipal <br />department; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor is hereby authorized, empowered <br />and directed to sign any and all documents necessary to submit an <br />application for financial assistance and to.execute any agreements as <br />part of the State of Ohio Issue 2 Public Works Improvement Program <br />during 1991. <br /> <br /> Section 2. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />resolution were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 3. That this resolution is hereby declared to be an <br />emergency measure for the reasons stated in the preamble.hereof and <br />provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately <br />upon its adoption and approval by the Mayor; otherwise, it shall take <br /> <br />effect and be in force after the earliest <br /> <br />wed <br /> <br />by law. <br /> <br />~ ~ES~T <br /> <br />Approved:~~ ~! /~O <br /> <br /> <br />
