RESOLUTION NO. 6S87-91 BY: Boscia, Gallagher, George, Graham, Smith A Resolution memorializing the General Assembly to enact House Bill 175 to establish universal health insurance for Ohio. WHEREAS, Ohio has one of the most bureaucratic aggravating health insurance systems in the world; and and WHEREAS, a recent national survey found that costs to employers of providing health care for their employees has risen 46.3 percent over the last two years; and WHEREAS, these costs are often assumed by employees through higher co-payments and deductibles, eligibility restrictions and reduced family coverage; and WHEREAS, 1.25 million Ohioans, including 20 percent of Ohio's children under the age of six, have no health insurance at all, and the number is growing rapidly; and WHEREAS, House Bill 175, introduced by Rep. Robert Hagan of Youngstown, co-sponsored by 29 members of the Ohio House of Representatives, and pending before the General Assembly would create universal health insurance for Ohio ("UHIO") run by a single simplified public system, cutting out the bureaucracy and waste of the present health insurance companies, and making cost control much easier through public negotiation with doctors and hospitals; and WHEREAS, UHIO would provide full coverage for necessary doctors, hospitals and clinic care for every Ohioan, would cover prescription drugs with a one dollar ($1.00) co-payment, and would permit every Ohioan to choose his or her doctor or hospital; and WHEREAS, House Bill 175 is patterned after a similar program in Canada which has been in existence for two decades; and for is and WHEREAS, the Canadian program insures everyone, does it 41% less per person than in Ohio, has almost no paperwork and administered for one-fifth the cost of Ohio health programs; WHEREAS, for UHIO: and this Council believes that the time has come WHEREAS, this resolution constitutes an emergency measure providing for the immediate preservation of the public peace, property, health or safety in that it is imperative that the General Assembly act quickly to enact legislation to establish this worthwhile and vitally needed program; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section Assembly to enact insurance in Ohio. 1. That this Council memorializes the General House Bill 175 to establish universal health Section 2. Sinagra its concern that they support the passage of House Bill 175 which would establish Universal Health Insurance for Ohio.
