RESOLUTION NO. 6S87-91 <br /> <br />BY: Boscia, Gallagher, George, <br /> Graham, Smith <br /> <br /> A Resolution memorializing the General Assembly to enact <br />House Bill 175 to establish universal health insurance for Ohio. <br /> <br /> WHEREAS, Ohio has one of the most bureaucratic <br />aggravating health insurance systems in the world; and <br /> <br />and <br /> <br /> WHEREAS, a recent national survey found that costs to <br />employers of providing health care for their employees has risen <br />46.3 percent over the last two years; and <br /> <br /> WHEREAS, these costs are often assumed by employees <br />through higher co-payments and deductibles, eligibility <br />restrictions and reduced family coverage; and <br /> <br /> WHEREAS, 1.25 million Ohioans, including 20 percent of <br />Ohio's children under the age of six, have no health insurance at <br />all, and the number is growing rapidly; and <br /> <br /> WHEREAS, House Bill 175, introduced by Rep. Robert Hagan <br />of Youngstown, co-sponsored by 29 members of the Ohio House of <br />Representatives, and pending before the General Assembly would <br />create universal health insurance for Ohio ("UHIO") run by a <br />single simplified public system, cutting out the bureaucracy and <br />waste of the present health insurance companies, and making cost <br />control much easier through public negotiation with doctors and <br />hospitals; and <br /> <br /> WHEREAS, UHIO would provide full coverage for necessary <br />doctors, hospitals and clinic care for every Ohioan, would cover <br />prescription drugs with a one dollar ($1.00) co-payment, and would <br />permit every Ohioan to choose his or her doctor or hospital; and <br /> <br /> WHEREAS, House Bill 175 is patterned after a similar <br />program in Canada which has been in existence for two decades; and <br /> <br />for <br />is <br />and <br /> <br /> WHEREAS, the Canadian program insures everyone, does it <br /> 41% less per person than in Ohio, has almost no paperwork and <br />administered for one-fifth the cost of Ohio health programs; <br /> <br /> WHEREAS, <br />for UHIO: and <br /> <br />this Council <br /> <br />believes that <br /> <br />the time has come <br /> <br /> WHEREAS, this resolution constitutes an emergency <br />measure providing for the immediate preservation of the public <br />peace, property, health or safety in that it is imperative that <br />the General Assembly act quickly to enact legislation to establish <br />this worthwhile and vitally needed program; now, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br />STATE OF OHIO: <br /> <br /> Section <br />Assembly to enact <br />insurance in Ohio. <br /> <br />1. That this Council memorializes the General <br />House Bill 175 to establish universal health <br /> <br /> Section 2. That the Council of the City of Lakewood <br />hereby expresses to State Representative Madeline Cain and State <br />Senator Anthony C. Sinagra its concern that they support the <br />passage of House Bill 175 which would establish Universal Health <br />Insurance for Ohio. <br /> <br /> <br />
