RESOLUTION NO. 6661-91 BY: Boscia, Gazzana, George, <br /> Graham, Roth, Smith <br />A RESOLUTION 'commending Lakewood Operations Manager <br />for the Divi~iQn Qf Was~ewater Treatment, William Crute, on his <br />receipt of the 1991 Greater Cleveland Public Works Performance <br />Award for Middle Management. <br /> <br /> WHEREAS, William Crute has been an employee of the City <br />of Lakewood since 1970 and during that time has demonstrated his <br />abilities and expertise; and <br /> <br /> WHEREAS, Mr. Crute has received extensive training in <br />the field of Wastewater, possesses licenses for operating the City <br />of Lakewood's facility, and is a member of the Water Pollution <br />Control Federation, and the Service Directors Association; and <br /> <br /> WHEREAS, William Crute has improved the efficiency of <br />the Wastewater Treatment Plant by coordinating changes and <br />upgrading laboratory procedures, improving forms, laboratory <br />operations and quality assurance testing; and <br /> <br /> WHEREAS, Mr. Crute designed and wrote computer software <br />for reporting monthly plant data and EPA report forms, tracking <br />personnel time, defining Data Logging point definitions and <br />Process Control Programs, tracking equipment defects and <br />scheduling routine maintenance; and <br /> <br /> WHEREAS, William Crute developed an equipment <br />maintenance program that includes the system and forms for <br />reporting equipment defects and assigns work orders; and <br /> <br /> WHEREAS, Mr. Crute also developed a safety program which <br />designed lockout procedures used on defective equipment, <br />procedures for reporting safety defects, installed safety <br />equipment and signs and specifications for a Fire Alarm system <br />thus further assuring employee safety; and <br /> <br /> WHEREAS, as a direct result of William Crute's <br />dedication and commitment to his profession the City of <br />Lakewood's Wastewater Treatment Plant is one of the E.P.A.'s model <br />plants and often showcased to other municipalities and agencies; <br />and <br /> <br /> WHEREAS, by his genial, professional and outgoing <br />nature, this employee has developed a wonderful rapport with his <br />employees, earning their trust, respect and high regard, thereby <br />providing a positive work environment; now, therefore <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council and the Mayor, hereby extend to <br />William Crute its commendation, and that of all the citizens of <br />the Lakewood Community, on his receipt of the prestigious Greater <br />Cleveland Public Works Performance Award in Middle Management for <br />1991. <br /> <br /> Section 2.
