RESOLUTION NO. 693g-94 <br /> <br />BY: Boscia, Flannery, George, Gibbons, <br /> Roth, Seelie, Smith <br /> <br /> A Resolution endorsing involvement in Observance of <br />the 1994 International Year of the Family (IYF) by the City of <br />Lakewood. <br /> <br /> WHEREAS, the City of Lakewood, its government and <br />school district have continued to play a major role in <br />implementation of support for families through programs already <br />in place and in planning, and <br /> <br /> WHEREAS, the lYF theme from the United Nations General <br />Assembly in 1989 is "Family: Resources & Responsibilities in a <br />Changing World.", and <br /> <br /> WHEREAS, its principles and concepts scope remains: <br /> <br /> * That IYF will seek to promote the basic human rights and <br /> fundamental freedoms accorded to all individuals, whatever <br /> the status of each individual within the family, and <br /> Whatever form and condition of that family. <br /> <br />* That family constitutes the basic unit of society and <br /> therefore warrants special attention. <br /> <br />* That families assume diverse forms and functions from one <br /> Country to another, and within each national society. <br /> <br />* Policies should aim at fostering equality between women and <br /> men within families and bring about a fuller sharing of <br /> domestic responsibilities and employment opportunities. <br /> <br />* Programs should support families in carrying out their <br /> functions, rather than provide substitutes for such <br /> functions. <br /> <br />Family is appreciated for the important socio-economic <br />functions that it performs. <br /> <br />~amily continues to provide the natural framework for the <br />emotional, financial, and material support essential to the <br />growth and development of its members, particularly infants <br />and children, and for the care of other dependents, <br />including the elderly, disabled and infirm. <br /> <br />Family remains a Vital means of preserving and transmitting <br />cultural values. <br /> <br />Family can~ and often does, educate, train, motivate and <br />support its individual memberS, thereby investing in their <br />future growth and acting as a vital resource for <br />dRvelopment. <br /> <br /> WHEREAS, FYI priority issues of strengthening the <br />family's ability of meeting its own needs; clarifying and <br />understanding the balance between how the family can satisfy its <br />needs and what it can expect through public provision of <br />services; and recognizing the effect of societal ills such as <br />poverty on family relationships and acknowledging that government <br />policy intervention may he needed to counter resulting negative <br />behavior or exploitation in the family, and <br /> <br />1 <br /> <br /> <br />
