RI~SOLUTION NO. 7196- [}6 <br /> <br /> BY: Boscia, Corrigan, <br />Flannery, George, Roth, Seelie, Smiti~ <br /> <br /> A RESOLUTION amending the FY 1996 One-Year Action Plan of the Consolidated Plan <br />authorizing and directing the Mayor to submit the FY 1997 One-Year Action Plan of the Consolidated Pl::n, which <br />incorporates the City's application for federal Community Development Block Grant (CDBG) funds, HOME <br />Investmeut Partnership funds, Emergency Shelter Grant (ESG) funds, and all amendments fl~ereto and all <br />understandings and assurances co~tained therein, to the U.S. Department of Housing m~d Urban Development <br />(ItUD). <br /> <br /> WHEREAS, the Secretary of IlUD is authorized by various Federal Acts to make grants to units <br />general local government to finance community development programs; and <br /> <br /> WltEREAS, HUD requires units of general local government to incorporate the Comprehensive <br />Itousing Affordability Strategy (CItAS) into a Consolidated Plan; and <br /> <br /> WHEREAS, the City is annually required to submit a One-Year Action Plan update of the Consolidated <br /> Plan to serve as a planning document and application for fiscal year allocations for various HUD i..'rograms, <br /> including CDBG funds~.:!itOME Investment Partnership funds, and ESG funds; and <br /> WHEREAS, the City has previonsly submitted the FY t996 One-Year Action Plan of the Consolidated <br />'Plan and now desires to amend a provision of that Action Plan to allow the City to directly contract and administer <br />applicable ESG funds wilh appropriate shelter operations in other conmmnities within Cuyahoga County; and <br /> <br /> WlIEREAS, the City proposes to apply for FY 1997 federal grants and has, in that connection and as <br />required by and pursuant to the rations Federal Acts aud Regulations of }IUD, prepared a FY 1997 One-Year <br />Action Plan of the Consolidated Plan, which incorporates the City's application for federal CDBG funds, HOME <br />Investmeut Partnership funds, ESG fimds, and commnnity development objectives and projected use of funds, and <br />which contains tocal objectives, a description of activities to be undertaken, a budget, and certifications in tl~e form <br />of assurances; now, therefore, <br /> <br />BE IT RESOLVED BY TttE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section I. That the FY 1996 One-Year Action Plan of the Consolidated Plan is hereby <br />amended to allow the City to directly contract and administer applicable ESG funds with appropriate shelter <br />operations in other communities within Cuyahoga County. <br /> <br /> Section 2. ~' ' 'i;hat the Mayor is hereby authorized and directed to submit to HUD the FY 1997 <br />One-Year Action Plan of the Consolidated Plan, which incorporates the City's application for federal CDBG <br />fimds, 1'tOME Investment l~artnershil>, ESG, and all amend~nents thereto and all understandings and assurances <br />contained therciff. <br /> <br /> Section 3. That the Mayor is hereby authorized and directed to act in connection with <br />sub~nission of the FY 1997 One-Year Action Plan of the Consolidated Plan and to provide such additional <br />information as may be required. <br /> <br /> Section 4.
