RESOLUTION No. 727S-97 <br /> <br /> BY: Boscia, Corrigan, <br />Flannery, George, Roth, Seelie, Smith <br /> <br />A RESOLUTION opposing the proposed widening of Interstate 71 (I-7 t). <br /> <br /> WHEREAS, the proposed widening of 1-71 into Medina County. would contribute to urban <br />sprawl and the oumaigmtion of people, jobs and dollars from established and mature communities in <br />Cuyahoga County; and <br /> <br /> WHEREAS, the Ohio Farmland Preservation Task Force, in its recently completed Findings and <br />Recommendations Report to Governor George V. Voinovich, noted that Ohio's urban land area has <br />increased almost five (5) times as fast as the rate of population growth; and <br /> <br /> WHEREAS, our region is already characterized by substantial underutilization of existing public <br />facilities and infrastructure; and <br /> <br /> WHEREAS, public funds for transportation have become increasingly scarce and must be <br />prudently managed, especially in light of the critical need to maintain existing roads and bridges; and <br /> <br /> WHEREAS, public funds spent to service ex-urban development, coupled with the erosion of <br />urban infrastructure investment in Lakewood, other First Suburbs and Cleveland, jeopardizes the overall <br />economic capacity and performance of the Greater Cleveland Region; and <br /> <br /> WHEREAS, alternate means of reducing congestion need to be studied, and the effects of the <br />proposed widening of I-71 on development and use of urban and rural lands in the Cleveland region have <br />not been thoroughly reviewed; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council hereby opposes the proposed widening of I-7I unless and <br />until (i) all alternate means of reducing traffic congestion have proven unsuccessful and (ii) the impacts of <br />such a proposed highway widening on development and use of urban and rural land in the Cleveland <br />region have been thoroughly reviewed. <br /> <br /> Section 2. That the Clerk of Council be and is hereby authorized and directed to forward <br />a certified copy of this Resolution to Governor George V. Voinovich; Director Jerry Wray, ODOT; <br />Congressman Dennis Kucinich; State Senator Patrick A. Sweeney; State Representative Dan Brady; <br />Cuyahoga County Commissioner Timothy F. Hagan; Cuyahoga County Commissioner Jane L.
