<br /> A RESOLUTION to establish the executive corem/tree of the Lakewood West Nile Virus Task
<br />Force, consistent with the recommendations of the Health and Human Services Committee, dated August
<br />23~d and October 7~, 2002.
<br />
<br /> WHEREAS, any decision to expose Lakewood residents to the broadcast use of pesticides and its
<br />associated risks in an effort to combat West Nile Virus (WNV) mast be weighed agaio~ the greater
<br />benefits to the community, the poss~le rls~s to the long-term health of our residents and the environment,
<br />and whether spraying is effective; and

<br />WHEREAS, the ch~;n~n of the seven member executive comm~ee shall be former Lakewood
<br />Comminsioner, Dr. John Sallde~, with the committee to hlclude:
<br />Dottle Buckon, R.N., Lakewood Division of Health
<br />George Coder, U.S. Environmental Protection Agency
<br />Dr. Terrence Kilroy, Lakewood Hospital
<br />Amy Ryder, director, Ohio Citizen Action
<br />Chris Trepal, executive director, Earthday Coalition
<br />Laurie yon Mehran, Siena Club
<br />
<br /> WHEREAS, Dr. Kathleen Fagan, assistant professor of Environmental Health at Case Western
<br />Reserve School of Medicine, has agreed to serve as a consultant and to the executive committee to ensure
<br />that current medical, environmental and public health research is considered during deliberations; and
<br />
<br /> WH~.REAS, the executive committee ofthe Lakewood West Nile Virus Task Force shall issue a
<br />timely report to council and the administration, entitled Response Plans and Guidelines for MNK that
<br />details rationally based preventive strategies that are scientifically grounded to reduce the threat of WNV
<br />and protect the long-term health of our commllIlity; and
<br />
<br /> WHEREAS, the executive committee of the Lakewood West Nile Virus Task Force shall be
<br />responsible for reviewing the recommendations of the Centers for Disease Control and Prevention (CDC),
<br />scientific and medical research on WNV and preventive strategies, and response plans developed by other
<br />communities and states that have exercise more restraint on the broadcast use of pesticides or have
<br />declined to spray. The final report should address these resources~and any others deemed relevant--and
<br />provide a reasoned discussion on issues that were addressed in a Health and Human Service Committee
<br />correspondence, dated October 7, 2002, (Effectiveness of truck-based spraying in an urban
<br />environment; Pesticides are not safe and pose a threat to public kealth; Spraying may create a false
<br />sense of secm.lty; Adequate public notic&), now, therefore:

<br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO:
<br />
<br /> Section 1. That this Council, for itseffand on behs!f of all the citizens ofthis community, to
<br />establish the executive committee of the Lakewood West Nile Virus Task Force, consistent with the
<br />recommendations ofthe Health and Human Services Committee, dated August 23td and October 7t, 2002.
<br />
<br /> Section 2. That the Clerk of Council be and is hereby authorized and directed to forward a
<br />certified copy of this resolution to Dr. John Sanders, chairman of the executive committee of the
<br />Lakewood West Nile Virus Task Force along with copies sent to each member ofthe executive
<br />commlttce. Further, copies the following correspondence shall be sent to each member of the executive
<br />committee: Health and Human Service Corem/tree, dated August 23 and October 7, 2002 and Mayor
<br />Madelinc Cain's West Nile V'm~s Action Plan, dated October 21, 2002. And a copy of this resolution shall
<br />be spread upon the mi,~utes of this meeting.
