RESOLUTION NO. 7891-04 <br /> <br />BY: Corrigan, Demro, DeYer~ Dunn, ~itzGerald, <br /> Madigan, Seelie. <br /> <br /> AN EMERGENCY RESOLUTION authorizing the Mayor, as Safety <br />Director, to enter into an agreement on behalf of the City to accept and expend <br />grant funds, in the amount of Five Hundred Dollars ($500.00) from University <br />Hospitals Health System/Rainbow Babies & Children's Hospital for the purpose of <br />providing targeted enforcement activity within the City of Lakewood regarding <br />child safety seat violations. <br /> <br /> WHEREAS, University Hospital Health System/Rainbow Babies & <br />Children's Hospital and area police departments are cooperating in the Safe Kids <br />Grant program for the provision of targeted enforcement activity in the inner ring <br />suburbs; and <br /> <br /> WHEREAS, targeted enforcement objectives will emphasize child <br />safety seat use in targeted communities during the period from May 24 through <br />.]une 6, 2004, with zero tolerance but correcting violations will enable offenders <br />without safety seats to obtain a coupon entitling them to a flee child safety seat <br />from Rainbow Babies & Children's Hospital; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members <br />elected thereto determines that this resolution is an emergency measure, and <br />that this resolution shall take effect at the earliest date possible as Set forth in <br />AR'F/CLE TII, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE <br />C1TY OF LAKEWOOD, and that it is necessary for the immediate preservation of <br />the public property, health and safety, and to provide for the usual daily <br />operation of municipal departments in that target area enforcement cannot begin <br />until the agreement is executed~ Now, Therefore <br /> <br />BE 1T RESOLVED BY THE CiTY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Mayor, as Safety Director, is hereby <br />authorized to enter into an agreement on behalf of the City of Lakewood, to <br />accept and expend grant funds, in the amount of Five Hundred Dollars <br />($500.00), from University Hospitals Health System/Rainbow Babies & Children's <br />Hospital for the purpose of providing targeted enforcement activity within the <br />City of Lakewood, such funds to be used to provide overtime for specific police <br />enforcement of child safety seat violations from May 24to .June 6, 2004. <br /> <br /> Section 2, It is found and determined that all formal actions of <br />this Council concerning ,and relating to the passage of this Resolution were <br />adopted in an open meeting of this Council, and that all such deliberation of the <br />Council and any of its committees that resulted in such formal action were in <br />meetings open to the public and in compliance with all legal requirements. <br /> <br /> Section 3. That this resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the public <br />peace, property, health, safety and welfare in the City and for the usual daily <br />operation of the City for the reasons set forth and defined in the preamble to this <br /> <br /> <br />
