<br />RESOLUTION NO.: <br /> <br />7922-04 <br /> <br />BY: Corrigan. Dever. Dunn, <br />FitzGerald, M~digan. Seelie. <br /> <br />A Resolution encouraging the Ohio General Assembly to support the "Flannery <br />Education Act". <br /> <br />WHEREAS, school funding Is an important issue to communities and parents of <br />students attending public schools; and <br /> <br />WHEREAS, our present funding scheme places a great burden on property owners <br />and was ruled unconstitutional by the Ohio Supreme Court in 1997; and <br /> <br />WHEREAS, Bryan Flannery has proposed legislation incorporating a fair, common- <br />sense funding approach to public education; and <br /> <br />WHEREAS, the Flannery proposal will do the following: <br /> <br />· Require the General Assembly to define the cost of quality <br />education pursuant to Article VI, Section 2 of the Ohio Constitution. <br /> <br />· <br /> <br />· Reduce all operating mills to twenty resulting in a statewide <br />property tax cut of over $1.7 billion. <br />· Require the General Assembly to appropriate 100% of the costs <br />without raising the rates on income, sales or real or personal <br />property taxes. <br />· Eliminates school operating levies so teachers and administrators <br />can focus on teaching children and not on levy campaigns. <br />· Increase the Homestead exemption benefit to levels based on the <br />original levels adjusted for inflation resulting in a more than <br />doubling of the benefit. <br />· Requires the Star Ohio Fund to invest at least 25% of its funds <br />within the State of Ohio creating an economic stimulus to local <br />communities. <br />· Eliminate unfunded mandates from the State. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. That this Council and Mayor hereby support Bryan Flannery's plan on Ohio <br />School Funding. <br /> <br />Section 2. That the Clerk of Council is hereby authorized and directed to forward a copy <br />of this Resolution to: Governor Robert Taft, Representatives Dale Miller, Dennis Kucinich, <br />Senator Daniel Brady, and Bryan Flannery, and a that a copy of this Resolution be spread upon <br />the minutes of this meeting. <br /> <br />Section 3.
