<br />RESOLUTION NO' <br /> <br />7969-05 <br /> <br />BY: Corrigan, Di1n'ª't}-!I Iltl1lmr, <br />FitzGerald, Madigan, Seelie. <br /> <br />A RESOLUTION opposing President Bnsh's proposed cutting of the CDBG Program and other <br />programs vital to the community öf Lakewood. <br /> <br />WHEREAS, the COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM <br />has been in existence since 1974 ànd is celebrating 31 years of providing local governments with the <br />resources required to meet the needs of persons of low- and moderate-income; and, <br /> <br />WHEREAS, the City of Lakewood recognizes that the COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM fosters partnership hetween government, husiness, and nonprofit <br />organizations, and that the services funded by the Program, which are delivered by the City of <br />Lakewood and by non-profit organizations, rely heavily on the combined efforts of this partnership; <br />and, <br /> <br />WHEREAS, under the current system 7,178 low- and moderate-income residents of Lakewood <br />are eligible for services administered through programs funded by the CDBG program; and, <br /> <br />WHEREAS, under the proposed plan, the programs that greatly improve the standard of living <br />for low- and moderate-income residents of the City of Lakewood would be eliminated or drastically <br />cut in theiJ: scope of service; and, <br /> <br />WHEREAS, the total amount of CDBG funding to be received in FY 2005 by the City of <br />Lakewood is $2,481,510; and, <br /> <br />WHEREAS, the total amount of CDBG funds received by the City of Lakewood has been <br />approximately $56 million which has leveraged nearly $100 million of private investment in this City; <br />and, <br /> <br />WHEREAS, with the proposed cuts, the City of Lakewood would no longer be ahle to support <br />services and programs that are critically important to its efforts to repair its rapidly aging in&astructure <br />and housing stock; and, <br /> <br />WHEREAS, President's Bush's 2006 proposed Budget would eliminate the CDBG, Section <br />108 Loan, and the Brownfield Economic Development Initiative (BEDI) programs, thereby negatively <br />impacting the City's ability to help and encourage businesses to expand job opportunities for low- and <br />moderate-income residents, and to retain businesses in the City of Lakewood. Now therefore; <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO' <br /> <br />Section 1- The City of Lakewood hereby stands opposed to the proposed elimination of the <br />CDBG and other federal programs that serve the City of Lakewood residents so well and hereby <br />petitions the D.S Congress and the Bush Administration to recognize the outstanding work being done <br />locally and nationally by the COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, and its <br />vital importance to the community. <br /> <br />Section 2: The Clerk of Council is hereby directed to forward a certified copy of this <br />Resolution immediately upon passage and approval to the President of the United States <br /> <br />Section 3- It is found and determined that all fonnal actions of this Council concerning and <br />relating to this Resolution were adopted in an open meeting of this Council, and that all deliberations <br />of this Council and of any of its committees that resulted in such formal actions were in meetings open <br />to the public in compliance with all legal requirements. <br /> <br />Adopted' ¿f,h.
