RESOLUTION NO. 8142-06 BY: Antonio, Butler, Demro, Dever~ FitzGerald, Madigan, Seelie. A RESOLUTION to establish the Winterhurst Oversight Committee in order to provide independent oversight of the operation of the municipally owned facility and to provide oversight, advise and updates as to the recommendations of the Winterhurst Citizen's Task Force. WHEREAS Winterhurst Ice Rink has historically been a valued community asset that the City has a strong interest in maintaining and enhancing for the public good; and WHEREAS this municipally owned and operated facility will require extensive capital improvements in the near term; and WHEREAS a Winterhurst Citizen's Task Force has issued a report to this body regarding existing operations, market conditions, capitai needs, management scenarios, and potential for regional cooperation in order to meet these goals; and WHEREAS one recommendation in the report was to institute citizen oversight by creating an advisory committee composed of a select group bf members of the Winterhurst Citizen's Task Force; and WHEREAS that report also recommended that this committee shail, on a regular basis, report to the Public Works Committee of this body with a review of rink operations, a biennial review of the City's management of the facility. Now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. That a Winterhurst Oversight Committee be established to undertake the aforementioned tasks in an effort to improve and enhance the operations and offerihgsc of Winterhurst Ice Rink. Section 2. That the committee be composed entirely of Lakewood residents, three collectively appointed by members of Council and four appointed by the Mayor. I Section 3. Committee members shall serve a term of one year after such period of time members would be eligible for reappointment. Section 4. That the committee receive no remuneration for its service and shall have a point of contact In the Department of Public Works. Section 5. That the committee shall devise its own officers, governance, and place and time of assembly. Section 6. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, In compliance with all legal requirements.
