<br />A RESOLUTION authorizing the Director of the Department of Human Services, on
<br />behalf ofthe City, to enter into an Agreement with Murtis H, Taylor, fiscal agent for the Family
<br />to Family Administrative Council, to accept and expend funds for purposes of establishing a pilot
<br />"School's Out" program in the Lakewood community,
<br />
<br />WHEREAS, the Family to Family Administrative Council, representing 13 Family to Family
<br />neighborhood collaboratives, has been awarded a $650,000 grant to enable each collaborative
<br />to provide out of schooi programming to TANF eligible youth; and
<br />
<br />WHEREAS, each collaborative is eligihle to receive $45,000 to implement an out of
<br />school program for middle school students that will include but not be limited to the following
<br />four elements: educational enhancements, life skills development! recreational activities¡ and
<br />opportunities for participants to become more connected to their community; and
<br />
<br />WHEREAS, the Lakewood Department of Human Services/Division of Youth is a provider
<br />of services under the Cuyahoga County Department of Children and Family Services, Family to
<br />Family System of Care program and must act as the fiscal agent for these funds which will fund
<br />this out of school programming through June 30 2008; and;
<br />
<br />WHEREAS, this Council by a vote of at least five (5) members elected thereto
<br />determines that this resolution is an emergency measure, and that this resolution shall take
<br />effect at the earliest date possible as set forth in ARTICLE III, SECITONS 10 and 13 of the
<br />SECOND AMENDED CHARTER OF THE cm OF LAKEWOOD, and that It is necessary for the
<br />immediate preservation of the public property, health and safety, and to provide the usual daily
<br />operation of municipal departments in that the project year began July 1, 2007, Now

<br />Section 1. That the Direct r of t e Department of Human Services is hereby
<br />authorized, on behalf of the City, to e er into n Agreement with Murtis H. Taylor, fiscal agent
<br />for the Family to Family Administrativ Council, to accept and expend funds in the amount of
<br />$45,000 for purposes of establishi g a pilo "School's Out" program in the Lakewood
<br />community.

<br />Section 2. It is found and termi d that all formal actions of this Council
<br />concerning and relating to the passage 0 this 0 ¡nance were passed in an open meeting of
<br />this Council and that all deliheratlons of th Coun iI and any of Its committees that resulted In
<br />such actions were in meetings open to the ublic a d in compliance with legal requirements.

<br />Section 3. That this resolutio is hereb declared to be an emergency measure
<br />necessary for the immediate preservati n of the ublic peace, property, health, safety and
<br />welfare in the City and for the usual dai y operation of the City for the reasons set forth and
<br />defined in the preamble to this resolutio , and provi ed it receives the affirmative vote of at
<br />least five (5) of its members elected to C uncil, this r solution shall take effect and be in force
<br />immediately upon its adoption by the Cou \ cil and appr val hy the Mayor otherwise, it shall take
<br />effect and be in force after the earliest PjOd allowed b law,
