RESOLUTION N0. 8272-~$ gy; Antonio, Bullock, Butler, Dever, <br />Madigan, Powers, Summers. <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least five (5) members elected to Council otherwise, it shall take effect and <br />be in force after the earliest period allowed by law, authorizing the Mayor of the City of <br />Lakewood, or his designee to jointly apply with other First Suburbs Development <br />Council Communities to the State of Ohio, Department of Development's Local Services <br />and Regional Collaboration Grant Program. <br />WHEREAS, this Council recognizes that by working together and improving best <br />practices we can achieve efficiencies and economies of scale that can improve services <br />and save taxpayer resources; and <br />WHEREAS, as part of the State of Ohio's 2008-2009 Budget, the General <br />Assembly included a provision to establish the Local Government Services and Regional <br />Collaboration Grant Program; and <br />WHEREAS, the program is designed to provide grants to local governments <br />interested in investigating the possibility of combining and/or collaborating on the <br />provision of local government services with those of other governments; and <br />WHEREAS, the First Suburbs Consortium of Northeast Ohio, the First Suburbs <br />Development Council and its 15 member cities have been working together to advocate <br />for the reinvestment and revitalization of our built-out, inner-ring communities and <br />foster collaborative relationships that promote our redevelopment efforts; and <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this resolution is an emergency measure, and that this resolution shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that the application <br />deadline for this grant is July 29, 2008. Now Therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The CITY OF LAKEWOOD, Ohio is hereby supports submission of an <br />Application for Financial Assistance to the State of Ohio Department of Development's <br />
