RESOLUTION N0. 8287-08 BY: Antonio, Bullock, Butler, Dever, <br />Madigan, Powers, Summers. <br />A RESOLUTION to take effect immediately provided it receives an affirmative <br />vote of at least five (5) members elected to Council otherwise, it shall take effect and <br />be in force after the earliest period allowed by law, authorizing the Mayor as Director of <br />Public Safety, on behalf of the City, to enter into an Agreement with the Federal <br />Emergency Management Agency to accept and expend funds for the Assistance to <br />Firefighters Grant Program for the purchases of a diesel exhaust removal systems in the <br />amount of $94,314.00 and requiring a City match of funds in the amount of <br />$18,862.00. <br />WHEREAS, the City has been awarded $94,314.00 by the Federal Emergency <br />Management Agency for the purchase of diesel exhaust removal systems; and <br />WHEREAS, diesel powered vehicles utilized in all three fire stations effect the <br />quality of the work environment for personnel and the environment of the <br />neighborhood; and <br />WHEREAS, fans located within the apparatus bay at each station are less <br />effective in removing the diesel exhaust from inside the facilities than a vehicle <br />mounted system; and <br />WHEREAS, this FEMA grant will be used for the purchase of up to 11 apparatus- <br />mounted vehicle exhaust extraction systems, to capture gases and particulate matter at <br />the vehicle source by a filtering process, thereby meeting or exceeding diesel. exhaust <br />removal standards of the EPA, OSHA and NIOSH; <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this resolution is an emergency measure, and that this resolution shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that acceptance of <br />this grant is necessary to continue the bidding process in order to purchase this <br />equipment.
