RESOLUTION NO. 8304-08 BY: Antonio, Bullock, Butler, Dever, Madigan, Powers, Summers. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five (5) members elected to Council otherwise, it shall take effect and be in force after the earliest possible period allowed by law, authority to the Mayor, or his designee, on behalf of the City, to enter into a Partnership Agreement with Cleveland Christian Home of the Community Care Network to enable to receive the services of a Tapestry System of Care Parent Advocate for the period of November 1, 2008 to October 31, 2009. WHEREAS, the Cuyahoga County Board of County Commissioners (BOCC) accepted a federal Substance Abuse and Mental Health Services (SAMHSA) System of Care grant called TAPESTRY and established the Cuyahoga Tapestry System of Care (CTSOC) office to administer the TAPESTRY grant and to integrate all Cuyahoga County System of Care Initiatives for children and families; and WHEREAS, The Cleveland Christian Home of the Community Care Network has entered into a contract with the BOCC to receive funding for the (CTSOC) Parent Advocate Program in Lakewood; and WHEREAS, The Cleveland Christian Home of the Community Care Network will be responsible for providing a Parent Advocate for the City of Lakewood including all financial obligations including salary, benefits, mileage, travel and professional registrations; and WHEREAS, the City of Lakewood will receive $12,500.00 in compensation for providing the Parent Advocate office space, equipment, supplies, supervision and overhead costs; and WHEREAS, the Parent Advocate will be an integral member of the Lakewood Family to Family System of Care team, providing support for families and advocates for them with other CTSOC and other public service providers; and WHEREAS, this Council by a vote of at least five. (5) members elected thereto determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in ARTICLE III, SECTIONS 10 and 13 of the SECOND AMENDED CHARTER OF THE City of Lakewood, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that this application must be submitted immediately to take advantage of these services for Lakewood residents.
