RESOLUTION NO. $=X95-10 gy. Antonio, Bullock, Butler, Dever, Madigan, <br />Powers, Smith, Summers <br />A RESOLUTION to commend Michael W. Dever for this outstanding public service as a member of Lakewood <br />City Council <br />WHEREAS, Michael W. Dever was appointed to the unexpired Councilmember-at-Large seat in January of <br />2003, won election to the seat in November and was re-elected in 2005, and <br />WHEREAS, during his tenure, Mr. Dever was known for elevating public service to the highest standards of <br />cooperation, good will to others, respect for adversaries, pursuit of mutual goals, and a genuine appreciation for all of the city's <br />workers, earning him the esteem of many, especially his colleagues on Council who elected him Vice President of Council in <br />2006 and President of Council in 2008, and <br />WHEREAS, for the first time in anyone's memory-with his leadership our city passed three structurally <br />balanced budgets in arow--assuring sound fiscal policies throughout the various departments of Lakewood city government and <br />giving taxpayers the optimal return on their investment in our great city, and <br />WHEREAS, in an era of job loss and rising energy costs, he has been a leader encouraging alternative energy <br />initiatives and mandatory recycling which will move Lakewood into the new decade with good prospects for long-term savings, <br />cleaner air and healthy water, and <br />WHEREAS, as President of Council, he encouraged strong and vigorous debate over deeply passionate issues, <br />nevertheless, consistently steered the exchanges away from rancor and acrimony towards productive results-never losing <br />respect for those engaged in the process of governance, and <br />WHEREAS, while working collaboratively with the Mayor's administration, he never allowed Council to lose its <br />valued independence, recognizing the critical necessity of the separation of powers within the branches of our city government <br />to assure the checks and balances of our democracy; he doggedly reviewed city contracts with private companies-utilizing keen <br />oversight adherence to these agreements to get an honest return for all of Lakewood's citizens, and <br />WHEREAS, throughout his time on Council, he navigated the ship of city government through historically <br />challenging times but never lost his sense of decency and self deprecating humor, taking his job-but not himself-seriously; <br />now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />SECTION 1. That this Council and Mayor extend to Michael W. Dever, its appreciation and that of all of the <br />citizens of this community for his years of distinguished public service as Councilmember of the City of Lakewood and further <br />wish him continued years of success, health and prosperity <br />SECTION 2. That the Clerk of Council be and is hereby authorized and directed to forward a certified copy of <br />this resolution to Michael W.
