RESOLUTION NO. 8544-11 BY: Anderson, Juris, Madigan, Nowlin, Powers, Smith. AN RESOLUTION to take effect immediately provided it received the affirmative vote of at least five (5) members of Council or otherwise, it shall take effect and be in force after the earliest period allowed by law, authorizing the Mayor, or his designee to enter into an Agreement with Cuyahoga County to accept and expend funds in an amount estimated at $23,402.00 to maintain expanded services provided under the City's Juvenile Diversion Program. WHEREAS, the Department of Human Services, Division of Youth has an established Juvenile Diversion Program targeting juvenile offenders referred by Juvenile Court with the intent of keeping the youth from entering the formal Juvenile Court System, and WHEREAS, the funding will maintain the expanded service delivery to youth by: assessment of youth needs, assigning graduated sanctions, requiring participation in alcohol and drug prevention services for all youth with a drug or alcohol offense and their parents/guardians, and/or participation in the Lakewood Police Bullying Prevention program, and WHEREAS, this Council by a vote of at least five (5) of its members determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that the program year begins January 1, 2012. Now Therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor, or his designee, for and on behalf of the City of Lakewood, be and he is hereby authorized and directed to enter into an Agreement with Cuyahoga County in an amount estimated to be 23,402.00 for a period ending December 31, 2012. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.
