REFERRED TO THE HEALTH & HUMAN SERVICES COMMITTEE 2/6/12. RESOLUTION NO. 8558-12 BY' Anderson, Bullock, Juris, Madigan, Nowlin, Powers, Smith. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five (5) members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, establishing rates for each two-week session of the Help to Others (H20) Summer Camp, a program of the Lakewood Department of Human Services/Division of Youth, effective June 1, 2012. WHEREAS, the current two-week Summer Camp session fee is $60.00, and WHEREAS, the cost to operate the H2O Summer Camp has increased and a fee increase is necessary to maintain the program, and WHEREAS, the H2O Summer Camp is a program only for Lakewood residents, and WHEREAS, this Council by a vote of at least five (5) of its members determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in ARTICLE III, SECTIONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that public information for the current program year must be available by April 1, 2012. Now Therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That the fee for participation in a two-week H2O summer camp session operated by the Department of Human Services(Division of Youth be and the same is hereby established effective June 1, 2012 as follows: Lakewood Department of Human Services/Division of Youth Help to Others (H20) Summer Carnn Two-week Session (each) $ 80.00 per camper Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 3. That this resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, property, health, safety and welfare in the City and for the usual daily operation of the City for the reasons set forth and defined in the preamble to this resolution, and provided it receives the affirmative vote of at least five (5) of its members elected to Council, this resohrtion shall take effect and be in force immediately upon
