Referred to the Committee of the Whole 6/18/12. Please substitute for the original. RESOLUTION NO. 8584-12 BY: Anderson, Bullock, Juris, Madigan, Nowlin, Powers, Smith. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five (5) members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Fi- nance, the Director of Planning and Development and/or the Purchasing Manager to enter into contracts not to exceed $7,000.00 for professional services required to develop a fea- sibility study related to hotel, banquet facility and bed-and-breakfast uses in the City. WHEREAS, Council has determined that a feasibility study should be created in order to provide evidence to hotel, banquet facility and bed-and-breakfast operators that Lakewood is a solid location in which to invest; and WHEREAS, Council recognizes the contribution of the Lakewood Chamber of Commerce, LakewoodAlive, Vision 21 and other local entities in proposing this feasibil- ity study; and WHEREAS, in order to effectuate the intent of Council, the City must be author- ized to engaged industry experts in order to develop such a feasibility study; and WHEREAS, all contracts not specifically excepted by ordinance must be ap- proved by Council pursuant to Section 111.02 of the Codified Ordinances; and WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that this resolution is an emergency measure, and that it resolution shall take effect at the earliest date possible as set forth in Article Iii, Sections 10 and 13 of the Se- cond Amended Charter of the City of Lakewood, and that it is necessary to provide for the usual daily operation of municipal departments in that the development of a feasibil- ity study should be undertaken immediately in order to release the study results ;now, therefore: BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, the Director of Planning and Development aud/orthe Purchasing Manager are hereby authorized and directed to enter into contracts in an amount not to exceed $7,000.00 for professional services required to develop a fea- sibility study related to hotel, banquet facility and bed-and-breakfast uses in the City.
