RESOLUTION NO. 8585-12 $y;Anderson, Bullock, Juris, Madigan, Nowlin, Powers, Smith. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five (5) members elected to Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor or his designee, on behalf of the City, to enter into an Agreement with the Western Reserve Area Agency on Aging to accept and expend PASSPORT Program funds for the fiscal period covering July 1, 2012 through June 30, 2014 and ratifying any and all prior agreements to accept and expend funds for this project. WHEREAS, these funds will permit the City to provide additional services to residents without increasing the burden on general fiord dollars; and WHEREAS, the PASSPORT Program is designed to provide medical and non- trausportation, home delivered meals, homemaker service and social work counseling to residents over the age of 60 who might otherwise require placement iu a nursing facility; and WHEREAS, this Cowtcil by a vote of at least five (5) members elected thereto determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the CitS+ of Lakewood, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of nnuiicipal departments in that the Agreement for the current program year begins July 1, 2012; now, therefore, BE IT RESOLVED BY THE CITY OF LAI{EWOOD, OHIO: Section 1. The Mayor or his designee, on behalf of the City, is hereby authorized to enter into an Agreement with the Western Reserve Area Agency on Aging to accept and expend fiords as are eligible for reimbursement through the PASSPORT Program for the fiscal period covering July 1, 2012 tlu•ough June 30, 2014 and ratifying any and all prior agreemens to accept and expend funds for this project Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements.
