RESOLUTION NO. 8585-12 $y;Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five (5) members elected to Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, authorizing and directing the Mayor or his designee, on behalf of <br />the City, to enter into an Agreement with the Western Reserve Area Agency on Aging to accept <br />and expend PASSPORT Program funds for the fiscal period covering July 1, 2012 through June <br />30, 2014 and ratifying any and all prior agreements to accept and expend funds for this project. <br />WHEREAS, these funds will permit the City to provide additional services to residents <br />without increasing the burden on general fiord dollars; and <br />WHEREAS, the PASSPORT Program is designed to provide medical and non- <br />trausportation, home delivered meals, homemaker service and social work counseling to <br />residents over the age of 60 who might otherwise require placement iu a nursing facility; and <br />WHEREAS, this Cowtcil by a vote of at least five (5) members elected thereto <br />determines that this resolution is an emergency measure, and that this resolution shall take effect <br />at the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amended <br />Charter of the CitS+ of Lakewood, and that it is necessary for the immediate preservation of the <br />public property, health and safety, and to provide for the usual daily operation of nnuiicipal <br />departments in that the Agreement for the current program year begins July 1, 2012; now, <br />therefore, <br />BE IT RESOLVED BY THE CITY OF LAI{EWOOD, OHIO: <br />Section 1. The Mayor or his designee, on behalf of the City, is hereby authorized to enter <br />into an Agreement with the Western Reserve Area Agency on Aging to accept and expend fiords <br />as are eligible for reimbursement through the PASSPORT Program for the fiscal period covering <br />July 1, 2012 tlu•ough June 30, 2014 and ratifying any and all prior agreemens to accept and <br />expend funds for this project <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this council, and <br />that all such deliberations of this Council and any of its committees that resulted in such formal <br />action, were in meetings open to the public, in compliance with all legal requirements. <br />
