R1;SOLLJTION NO. 8653-13 <br />T3Y: Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five (S) members of Council, or otherwise to take effect and be in force alter the earliest <br />period allowed by law, authorizing the ~~Iayor as Director of Public Safety, on behalf of the City, <br />to enter into an Agreement with the Fcdcral Emergency Management Agency to accept foods for <br />the purchase of neGV fire fighter turn out gear in the amount of $130,000 and requiring a 20- <br />percent match of City funds. <br />1~~IiGREAS, replacement of fire fighter protective clothing is necessary based on the <br />expected lile cycle of the gear; acct <br />V/IiIREAS, matching funds required by this grant are available through the Eire <br />DeparUnent Special Revenue Fund; and <br />WHEREAS, this Council by a vote of at least five (5) of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date <br />possible as set forth in Article III, Sections ] 0 and 13 of the Second Amended Charter of the <br />City of Lakewood, and that it is necessary for the immediate preservation of the public peace, <br />property, health and safety, and to provide for the usual daily operation ofnnmicipa) departments <br />in that this resolution is necessary to enter into the grant agreement in a timely manner. Now, <br />therefore, <br />BE I1' RESOLVED BY'f1IE CI"fY OF LAKEVdOOD, OH[O: <br />Section 1. The Mayoras Director of Public Safety, is hereby authorized, on behalf of the <br />City, to enter into au f\greement~a~ith the Federal F,mergency Management to accept funds for the <br />purchase of neev fire fighter taro out gear in the amount of $130,000 and requiring a 20-percent <br />match of City fiords. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting ofthis council, and <br />that al I such deliberations of this Council and any of its eanmittees that resulted in such formal <br />action, were in meetings open to the public, hr compliance with all legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary fa• <br />the immediate presei~~ation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in the preamble <br />to this resolution, and provided it receives the affirmative vote of at least five (5) of members of <br />Council, this resolution shall take effect and be itr force invuediately upon its adoption by the <br />
