RESOLUTION NO. 8669 -13 BY: Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five (5) members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, authorizing and directing the Mayor (Director of Public Safety), the <br />Director of Public Works, the Director of Law, the Director of Finance, and /or the Purchasing <br />Manager to enter into contracts not to exceed $35,000.00 for materials and services required to <br />establish bicycle "sharrows" on Detroit from the intersection with W. 117 °i Street in the east to <br />the city's western terminus, and for related bike infrastructure improvements in compliance with <br />the City of Lakewood Bicycle Master Plan. <br />WHEREAS, on January 17, 2012, Council concurred in the Planning Commission's <br />Bicycle Master Plan with the unanimous approval of Resolution 8543 -11; and <br />WHEREAS, the Bicycle Master Plan provides for a series of strategies for making <br />Lakewood a nationally recognized bicycle - friendly community, and <br />WHEREAS, one safe and convenient strategy highlighted in the plan was the use of <br />shared lane pavement markings, a.k.a "sharrows," bicycle symbols that are carefully placed that <br />remind drivers to share the road with cyclists, and <br />WHEREAS, the Ohio Revised Code Section § 4511.25 already establishes roads as <br />shared paces for both automobiles and cyclists and sharrows have been demonstrated to improve <br />safe sharing of the road by drivers and cyclists, and <br />WHEREAS, unlike bicycle lanes, sharrows do not designate a particular part of the street <br />for the exclusive use of bicyclists; they are simply markings to guide bicyclists to the best place <br />to ride and help motorists expect to see and share the lane with bicyclists, and <br />WHEREAS, on July 2, 2012, Council adopted Resolution 8583 -12 to approve of an <br />expenditure of $20,000.00 for sharrows on Detroit Avenue between Alameda and Bonnieview, <br />which funds have not been spent and stand to be increased to $35,000 pursuant to this resolution; <br />and <br />WHEREAS, this Council by a vote of at least five (5) of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date <br />possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City <br />of Lakewood, and that it is necessary to provide for the usual daily operation of municipal <br />departments in that projects are to be undertaken immediately in order to take advantage of the <br />bicycling season; now, therefore: <br />
