DEFERRED 1/5/15. <br />RESOLUTION NO. 8787 -14 BY: Anderson, Bullock, Juris, <br />Madigan, Marx, Nowlin, O'Leary. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least <br />five members of Council, or otherwise to take effect and be in force after the earliest period allowed by <br />law, authorizing and directing the Mayor to submit the Five Year Consolidated Plan (Fiscal Year 2015- <br />2019) as a required for receiving federal Community Development Block Grant (CDBG), Emergency <br />Solutions Grant (ESG), and HOME Investment Partnerships (HOME) ftmding from the U.S. <br />Department of Housing and Urban Development (HUD). <br />WHEREAS, the Secretary of HUD is authorized by various federal acts to make grants to units <br />of general local government to finance community development programs; and <br />WHEREAS, HUD requires units of general local government to incorporate the Comprehensive <br />Housing Affordability Strategy into a Consolidated Plan; and <br />WHEREAS, the City is required every five years, with the participation and approval of its <br />Citizens Advisory Committee (CAC), to submit a Five Year Consolidated Plan update of its <br />Consolidated Plan that analyzes local and regional demographics and market conditions; assesses and <br />prioritizes affordable housing and community development needs; identifies federal and non - federal <br />resources available to address them; stipulates how ftnding will be distributed among housing, <br />infrastructure, economic development, public facilities, and public services programs, and; establishes <br />multi -year accomplishment goals for these activities; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this resolution <br />is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth <br />in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, and that it <br />is necessary for the immediate preservation of the public property, health and safety, and to provide for <br />the usual daily operation of municipal departments it is necessary in order to meet the annual HUD <br />application deadline for federal fiends; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor is hereby authorized and directed to submit to HUD the Consolidated <br />Plan FY 2015 -2019, as reviewed and approved by the CAC. <br />Section 2. The Consolidated Plan FY 2015 -2019, as reviewed and approved by the CAC, <br />establishes multi -year accomplishment goals for identified eligible activities. <br />Section 3. The Mayor is hereby authorized and directed to act in connection with submission <br />of the Consolidated Plan FY 2015 -2019, to provide such additional information as may be required. <br />Section 4. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this Council, and that all <br />
