RESOLUTIONNO. 8908 -16 BY: Anderson, Bullock, Litten, Marx, Nowlin, O'Leary, O'Malley. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest pe- riod allowed by law, authorizing an application with the Ohio Department of Natural Resources requesting financial assistance from the Land and Water Conservation Fund for improvements at Cove Park. WHEREAS, the State of Ohio Department of Natural Resources administers financial as- sistance for public recreation purposes through the federal Land and Water Conservation Fund program; and WHEREAS, the City of Lakewood desires financial assistance under the Land and Water Conservation Fund; and WHEREAS, the City of Lakewood has commissioned the production of a concept design predicated on public participation; and WHEREAS, the concept design has been approved by the Lakewood Planning Commis- sion and was greatly informed by the Parks Strategic Master Plan and the Community Vision; and WHEREAS, CDBG funds have been recommended by Citizens Advisory Committee for in the amount of $200,000; and WHERAS, any financial assistance obtained world leverage the dollars committed by the city and enable the city to complete the improvements at Cove Park efficiently; and WHEREAS, this Council by a vote of at least five of its members determines that this resolution is an emergency measure and that it shall take effect at the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that applications for fi- nancial assistance are due no later than December 15, 2016; now, therefore BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. This Council supports the city's application to the Land and Water Conserva- tion Fund for a grant for the improvement of Cove Park (PP Nos. 312 -28 -087, 312 -28 -036 and 312 -28 -040). Section 2. This Council agrees to obligate the necessary funds to complete this project.
