RESOLUTION NO. 8933 -17 BY: Anderson, Bullock, Litten, <br />Marx, Nowlin, O'Leary, O'Malley. <br />A RESOLUTION to take effect immediately provided it received the affirmative <br />vote of at least five members of Council, or otherwise to take effect and be in force after <br />the earliest period allowed by law, authorizing the Mayor (Director of Public Safety), on <br />behalf of the City of Lakewood, is hereby authorized to donate up to eight abandoned <br />bicycles, that would otherwise be scrapped, for reconditioning and distribution through the <br />H2O program that is supported by their annual fundraiser, Bikes and Bands. <br />WHEREAS, the Lakewood Division of Police annually collects hundreds of <br />bicycles that are abandoned; and <br />WHEREAS, some of the bicycles have value and are auctioned through an on -line <br />auction process; and <br />WHEREAS, many of the bicycles are scrapped due to the bike having a higher <br />value as scrap than it will receive through auction; and <br />WHEREAS, the Lakewood Police Department is in possession of numerous <br />abandoned bicycles that are of little value if disposed of through traditional auctions but are <br />in good enough condition that they could be reconditioned and distributed within the <br />community to families in need of bicycles; and <br />WHEREAS, this Council by a vote of at least five of its members determines that <br />this resolution is an emergency measure, and that this resolution shall take effect at the <br />earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amended <br />Charter of the City of Lakewood, and that it is necessary for the immediate preservation of <br />the public property, health and safety, and to provide for the usual daily operation of <br />municipal departments in that the annual Bikes and Bands fundraiser was held on May 7, <br />2017; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor (Director of Public Safety), on behalf of the City of <br />Lakewood, is hereby authorized to give away up to eight abandoned bicycles that would <br />otherwise be auctioned for reconditioning and distribution through the H2O program that is <br />supported by their annual fundraiser, Bikes and Bands, and Council ratifies any prior <br />donations of such bicycles to the city sponsored Help to Others program (H20). <br />Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this resolution were adopted in an open meeting <br />of this Council, and that all such deliberations of this Council and of any of its committees <br />
