Substituted on the floor <br />RESOLUTION NO. 9011 -18 BY: Anderson, Bullock, George <br />Litten, O'Leary, O'Malley, Rader <br />A RESOLUTION condemning the Trump administration's cruel policy of separating <br />migrant children from their parents at the U.S. — Mexico border. <br />WHEREAS, in April, U.S. Attorney General Jeff Sessions instituted a "zero- tolerance <br />policy" for illegal border crossings and ordered all adults apprehended at the U:S. — Mexico <br />border to be prosecuted and their accompanying children to be sent to separate detention centers <br />and shelters; and <br />WHEREAS, since May more than 2,000 migrant children of all ages have endured untold <br />suffering after being separated from their parents without any clear plan for reunification; and <br />WHEREAS, medical organizations including those governing psychology, psychiatry <br />and pediatrics have spoken out against this policy of forced parent -child separation citing an <br />increased risk of anxiety, depression, and PTSD among these children separated from their <br />parents; and <br />WHEREAS, this cruel and inhumane policy is an affront to the basic principles upon <br />which our nation was founded as a place of refuge and opportunity and an insult to the <br />community and family values practiced daily by Lakewood residents; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That this Council and Administration vehemently condemn the Trump <br />administration's cruel policy of separating migrant children from their parents at the U.S. — <br />Mexico border and call on the President and Congress to quickly resolve this crisis by reuniting <br />the 2,000 children currently in government custody with their parents. <br />Section 2. That this Council reaffirms Lakewood's commitment to the values of equality, <br />diversity, and inclusion and recommits to promoting the same through example and public <br />policy. <br />Section 3. That the Clerk of Council is hereby authorized and directed to send a copy of <br />this Resolution to Lakewood's Congressional delegation and that a copy be spread upon the <br />minutes of the meeting. <br />Section 4. Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this resolution were adopted in an open meeting of this <br />Council, and that all such deliberations of this Council and any of its committees that resulted in <br />
