RESOLUTION N0. 9012 -18 BY: Anderson, Bullock, George, Litten, <br />O'Leary, O'Malley, Rader <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, authorizing the Mayor as the Director of Public Safety or his <br />designee to enter into an agreement with the Ohio Attorney General to accept and expend funds <br />for the City's Drug Abuse Resistance Education (D.A.R.E.) program in the amount of $44,019 to <br />continue to educate young people of the City of Lakewood as to the hazards of alcohol and drugs. <br />WHEREAS, the Division of Police (Police) has operated the Drug Abuse Resistance <br />Education (D.A.R.E.) program since 1990; and <br />WHEREAS, the Police are currently operating D.A.R.E. programs in all elementary and <br />middle schools within the City; and <br />WHEREAS, the D.A.R.E. program has a positive influence on the young people of the <br />City through education as to the hazards of alcohol and drugs; and <br />WHEREAS, the number of students participating in and graduating from the D.A.R.E. <br />program increases annually; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to provide <br />for the usual daily operation of municipal departments, in that the City of Lakewood has received <br />and award in the amount of $44,019 for the continued operation of the D.A.R.E. program from <br />the Ohio Attorney General's office and must return a signed agreement by September 15, 2018; <br />now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor as the Director of Public Safety or his designee is hereby <br />authorized to enter into an agreement, in substantially the same form as attached as Exhibit A, <br />with the Ohio Attorney General to accept and expend funds for the City's Drug Abuse Resistance <br />Education (D.A.R.E.) program in the amount of $44,019. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />
