Anderson, Bullock, George, Litten <br />O'Leary, O'Malley, Rader <br />RESOLUTION NO. 9039-18 BY: <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least two thirds of the members of council, or otherwise to take effect at the <br />earliest period allowed by law, authorizing the Mayor or his designee to apply to the <br />Cuyahoga County Supplemental Grant Program for a $50,000 grant to be used for the <br />reconstruction of Wagar Park. <br />WHEREAS, on November 3, 2016 and November 1, 2018 the proposed applica- <br />tion presented in a public forum to the Planning Commission; and <br />WHEREAS, extensive planning for this park redesign has already been completed <br />which includes the 2015 Park System Strategic Plan Update, numerous public meetings, <br />opportunity to vote on preferred park concepts, and online surveys; and <br />WHEREAS, the final concept design was completed in 2016. The cost estimate <br />to complete the project is $865,000 and construction is scheduled to begin in 2019; and <br />WHEREAS, the grant will partially fund new playground equipment, which is <br />one element of the complete redesign of Wagar Park; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city <br />of Lakewood, this Council by a vote of at least two thirds of its members determines that <br />this resolution is an emergency measure and that it shall take effect immediately, and that <br />it is necessary for the immediate preservation of the public peace, property, health and <br />safety, and to provide for the usual daily operation of municipal departments in that the <br />City Administration must submit formal support of its application no later than Novem- <br />ber 30, 2018; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor of the City of Lakewood, or his designee, is hereby author- <br />ized to prepare and submit an application to the Cuyahoga County Supplemental Grant <br />Program for a $50,000 grant to be used for the reconstruction of Wagar Park. <br />Section 2. The Mayor, the Director of Public Works, Director of Law and the Di- <br />rector of Finance for the City of Lakewood are authorized to enter into any agreements as <br />may be necessary and appropriate for obtaining this financial assistance. <br />Section 3. It is found and determined that all formal actions of this Council con- <br />cerning and relating to the passage of this resolution were adopted in an open meeting of <br />this Council and that all such deliberations of this Council and of any of its committees <br />
