Referred to Finance 11/19/18 <br />Anderson, Bullock, George, Litten <br />O'Leary, O'Malley, Rader <br />RESOLUTION NO. 9041 -18 BY: <br />A RESOLUTION to take effect immediately provided it received the affirmative vote of <br />at least two thirds of the members of council, or otherwise to take effect at the earliest period <br />allowed by law, authorizing the Mayor or his designee to apply to the federal Land and Water <br />Conservation Fund program for a $381,113 grant to be used for the reconstruction of Wagar Park. <br />WHEREAS, the State of Ohio through the Ohio Department of Natural Resources, <br />administers financial assistance for public recreation purposes, through the federal Land and <br />Water Conservation Fund program; and <br />WHEREAS, the City of Lakewood desires financial assistance under the Land and Water <br />Conservation Fund to help fund the revitalization plan at Wagar Park, better utilizing the park <br />space for all ages; and <br />WHEREAS, extensive planning for this park redesign has already been completed which <br />includes the 2015 Park System Strategic Plan Update, numerous public meetings, opportunity to <br />vote on preferred park concepts, and online surveys; and <br />WHEREAS, the final concept design was completed in 2016, the cost estimate to <br />complete the project is $862,227 and construction is scheduled to begin in 2019; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure, that this resolution shall take effect at the earliest date <br />possible and that it is necessary for the immediate preservation of the public property health and <br />safety and to provide for the usual daily operation of municipal departments in that the City <br />Administration must submit formal support of its application no later than December 15, 2018; <br />now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor of the City of Lakewood, or his designee, authorized and directed to <br />execute and file an application with the Ohio Department of Natural Resources and to provide all <br />information and documentation required to become eligible for possible funding assistance of $381,113. <br />Section 2. The Mayor, the Director of Public Works, Director of Law and the Director of <br />Finance for the City of Lakewood are authorized to enter into any agreements as may be <br />necessary and appropriate for obtaining this financial assistance. <br />Section 3. The City of Lakewood agrees to obligate the funds required to satisfactorily <br />complete the proposed project and become eligible for reimbursement under the terms of the Land and <br />Water Conservation Fund. <br />
