Anderson, Bullock, George, Litten, <br />O'Leary, =G'IVialley, Rader <br />RESOLUTION NO. 9052-19 BY: <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by <br />law, authorizing the Mayor, Director of Finance, Director of Law, Director of Public Works or <br />Purchasing Manager to purchase MySeniorCenter software from Xavus Solutions without the <br />necessity of bidding in accordance with Lakewood Codified Ordinance §111.04(a)(10) in <br />accordance with the City of Lakewood standard purchase order terms and conditions. <br />WHEREAS, MySeniorCenter software will assist the City by organizing and tracking <br />human services activities, events, transportation, meal deliveries, and more; and <br />WHEREAS, the new software has the ability to disburse information to area seniors who <br />are registered in the system; and <br />WHEREAS, the purchase of this software will streamline operations in the Department of <br />Human Services, Division of Aging, improving recordkeeping and enhancing services to area <br />seniors, is in the best interest of the City and its residents; and <br />WHEREAS, it is in the best interest of the City to purchase this software without the <br />necessity of bidding to insure that the software selected meets the needs of the Department of <br />Human Services, Division of Aging; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to <br />provide for the usual daily operation of municipal departments, in order to take <br />advantage of this competitive pricing before the quote expires; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Council hereby determines that it is impractical to award the purchase of <br />software for the Department of Human Service, Division of Aging under competitive bidding <br />procedures, and that it is more cost - effective and in the best interests of the City to award the <br />contract without competitive bidding, and thus authorizes the Mayor, Director of Finance, <br />Director of Law, Director of Public Works or Purchasing Manager to award a contract to Xavus <br />Solutions for MySeniorCenter software. <br />Section 2. Council specifically approves the quote provided by Xavus Solutions for My <br />SeniorCenter software. attached as Exhibit A, together with the City of Lakewood's standard <br />purchase order, as the contract for this matter. <br />
