<br />MINUTES OF THE PUBLIC SAFETY COMMITTEE <br />July 15, 2019 <br />East Conference Room <br />Present: <br />Councilmembers Bullock, Litten, & O’Malley <br />Also present: <br />Councilmembers Anderson, George, & O’Leary, Mayor Summers, Chief Malley, <br />Director Butler <br />Call to Order: <br />7:01p.m. <br />AGENDA: <br />Approve minutes from the July 1, 2019 Public Safety Committee meeting. <br />Chairman Bullock made a motion, seconded by Councilman Litten to approve the minutes from <br />the July 1, 2019 Public Safety Committee meeting. All members voting yea. Motion passed. <br />ORDINANCE 22-19-AN ORDINANCE to take effect immediately provided it receives the <br />affirmative vote of at least two thirds of the members of Council, or otherwise to take effect <br />at the earliest period allowed by law, amending Chapter 1308, Flood Damage Prevention, <br />of the Codified Ordinances of the City of Lakewood in order to update the City’s local <br />st <br />flood management regulations to conform to new federal and state law. (Placed on 1 <br />reading & referred to Public Safety Committee 7/15/19) <br />Director Butler explained the series of events that led up to the proposal of this legislation and <br />the necessity for it to be passed. Generally, FEMA has changed its flood maps and construction <br />requirements and in order for residents to take part in the National Flood Insurance Program, the <br />regulations spelled out in Ordinance 22-19 need to be adopted into Lakewood’s local code. <br />These regulations would then accurately mirror FEMA’s revised standards. The one area of <br />Lakewood that would be affected by this is the Clifton Lagoons neighborhood. <br />Members of the committeeasked questions concerning whether commercial properties, such as <br />Emerald Necklace Marina, could participate in the National Flood Insurance Program and what <br />prompted some of the changes. It was determined that commercial properties could participate <br />and that FEMA seems to be regulating the north coast of the country with the program now in a <br />similar fashion to how it has been operating on the east and west coasts for years. <br />Lastly, members asked if city property was protected against flooding. Mayor Summers clarified <br />that much of the city property in the flood plain is mobile and would ideally be moved off site <br />prior to any storm or loss event. However, all equipment is insured. <br />Chairman Bullock made a motion, seconded by Councilman Litten to recommend the substituted <br />version of the ordinance for adoption at that evening’s Council meeting. All members voting yea. <br />Motion passed. <br /> <br />
