<br />MINUTES OF THE PUBLIC SAFETY COMMITTEE <br />Present: <br />Councilmembers Bullock, O’Malley&Litten <br />Also Present: <br />Councilmembers Rader, Anderson& O’Leary, Fire ChiefGilman, Fire Marshall <br />Dunphy, Planning Director Sylvester, Assistant Law Director Swallow, Community Relations <br />Specialist Melissa Garrett <br />Call to Order: <br />7:09 p.m. <br />Approval of the Minutes <br />rd <br />A motion was made and seconded to approve the minutes of the September 3, 2019 meeting of <br />the Public Safety Committee. All members voted in favor. <br />Communication from Councilmembers Bullock and Litten regarding alternate July 4 <br />th <br />Parade Route. <br />(Referred to Public Safety Committee 7/15/19) <br />Councilmember Bullock remarked that from his perspective, the new parade route went very <br />well this year and that residents were happy with the change. He advocated for the parade to <br />alternate routes every year unless there is a public safety or logistical reason not to. <br />Fire Marshall Dunphy stated that there is no public safety objection to the alternate route, except <br />that the Fire Department should be placed early in the parade line up in case they need to respond <br />during the parade. <br />Ms. Garrett spoke to the logistics concerns with alternating routes. She identified no major <br />logistical problems but remarked that Nicholson ended up being busier than anticipated and that <br />police will plan to close it off earlier than they did this year. <br />Several councilmembers voiced support for the change, making the parade more accessible to <br />Birdtown and Gold Coast neighborhoods. <br />The Committee discussed if this agreement should be codified by a communication, resolution, <br />or floor discussion. It was noted that the current parade route is not codified in the ordinances. <br />Future Public Works projects could potentially interfere again with either of these routes. <br />RESOLUTION 9080-19-A RESOLUTION to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force after the earliest period allowed by law, authorizing the Mayor and <br />Director of Law to enter into a purchase agreement with Emerald Light Investments, Ltd., <br />an Ohio limited liability company, owner of the property located at 18100 Detroit Avenue, <br />Lakewood, Ohio (PPN 311-17-013), and to execute all documents necessary to effectuate the <br /> <br />
