Anderson, Bullock, George, Litten, O'Leary, <br />RESOLUTION NO. 2019-11 BY: O'Malley, Rader <br />i <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of council, or otherwise to take effect at the earliest period allowed <br />by law, authorizing the Mayor or his designee to apply, in collaboration with the Beck Center, to <br />the Cuyahoga County Supplemental Grant Program for a $50,000 grant to be used for a public art <br />installation at the new community space located at the corner of Rockway and Detroit Avenue. <br />WHEREAS, on November 19, 2019 the Beck Center and the City hosted a public meeting <br />to allow interested residents to vote on presented concepts for use of grant funds under the 2020 <br />Cuyahoga County Supplemental Grant Program. <br />WHEREAS, the project will align with the Citywide Public Art efforts; and <br />WHEREAS, Lakewood would like to collaborate with Beck Center to apply for the <br />Cuyahoga County Supplemental Grant Program Funds and they do not qualify on their own; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments, in that the Beck Center must submit formal <br />support of its application no later than January 3rd, 2020; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor of the City of Lakewood, or his designee, is hereby authorized to <br />prepare and submit an application, in collaboration with the Beck Center, to the Cuyahoga County <br />Supplemental Grant Program for a $50,000 grant to be used for a public art installation in <br />accordance with the City of Lakewood's public art strategy. <br />Section 2. The Mayor, the Director of Public Works, Director of Law and the Director of <br />Finance for the City of Lakewood are authorized to enter into any agreements as may be necessary <br />and appropriate for obtaining this financial assistance. <br />Section 3. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this council, and <br />that all such deliberations of this Council and any of its committees that resulted in such formal <br />action, were in meetings open to the public, in compliance with all legal requirements. <br />Section 4. This resolution is hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, property, health, safety and welfare in the City and for <br />the usual daily operation of the City for the reasons set forth and defined in the preamble to this <br />ordinance, and provided it receives the affirmative vote of at least two thirds of the members of <br />Council, this resolution shall take effect and be in force immediately upon its adoption by the <br />
