MINUTES OF THE PUBLIC SAFETY COMMITTEE <br /> December 9, 2019 <br /> East Conference Room <br /> Present: Councilmembers O'Malley, Litten, & Bullock <br /> Also Present: Councilmember Anderson, Councilmembers-elect Jason Shachner & Tess Neff, <br /> Director Sylvester, Assistant Law Director Swallow, City Planner David Baas, several Saint <br /> Ignatius high school students, and Deputy Clerk Lascu taking minutes <br /> Call to Order: 5:14 p.m. <br /> Approve minutes from the November 11, 2019 Public Safety Committee meeting. <br /> Chairman Bullock made a motion, seconded by Councilmember O'Malley to approve the minutes from <br /> the committee's November 111h meeting. All members voted in favor. Motion passed. <br /> Communication from Director Sylvester regarding Cuyahoga County Bicycle& Scooter <br /> Share Program (Referred to Public Safety Committee 9/3/19) <br /> City Planner David Baas gave an overview of the Cuyahoga County Bicycle &Scooter Share Program and <br /> the process leading up to the meeting's discussion to bring Councilmembers-elect Shachner and Neff up <br /> to speed. Some items of note include: <br /> - Nearly all of the east side inner suburbs have banded together to complete a survey of their <br /> communities' views on scooters and micro-mobility. <br /> - Cleveland is serving as the pilot city for the program and its first review of it will be taking place <br /> in February <br /> - All vendors participating in the county program must follow county regulations, municipal code, <br /> and the MOU that is created with a municipality through the county's facilitation <br /> - Establishing an MOU would enable Lakewood to gain access to all county data,which includes <br /> ride origination and determination <br /> Councilmember-elect Shachner discussed how the city could incentivize parking in designated areas to <br /> avoid littering sidewalks with scooters.The scooter business model does not provide significant <br /> economic incentives for vendors to require all scooters to be returned to a designated parking area. In <br /> order to penalize someone for leaving a scooter in the public right of way, an officer would have to see it <br /> take place and ticket, which would be a rare instance. <br /> Councilmember-elect Neff inquired as to whether a survey was completed to gauge community interest. <br /> The Planning & Development department conducted a 2-3 week survey, which required residents to <br /> rank and rate the 3 primary uses of systems nationwide and asked questions how individuals would use <br /> a micro-mobility system. Every street in Lakewood was represented in the study and a majority of <br /> respondents have lived here from more than five years. 823 responses were received and 65%of them <br />
