MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> July 27, 2020 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Rader, Bullock, & Shachner <br /> Also Present: Councilmember Neff, Assistant Director Parmelee, Director Leininger, Director <br /> Corrigan, Director Ducu, Engineer Papke, Michelle Nochta& David Baas of the Planning <br /> Department, Chief Dunphy, a couple members of the public, Clerk Bach, & Deputy Clerk Lascu <br /> taking minutes <br /> Start time: 7:00 p.m. <br /> AGENDA <br /> RESOLUTION 2020-42 &RESOLUTION 2020-46 <br /> Director Leininger provided background on each NOPEC grant that was provided through <br /> the resolutions. The first resolution provides $179,000 to Lakewood in a community grant <br /> and the second one provides $35,000 to be used for electric vehicle (EV) chargers. <br /> Historically, community grants have gone towards upgrading the city's streetlights to LED <br /> ones. Phase 1 of the upgrade took place on the city's commercial corridors. No specific <br /> projects have been identified for this round of funding.A specific location has not been <br /> identified yet for an EV charger, however staff envisions it being placed in a public park or <br /> parking lot. <br /> Councilmember Bullock asked if there could be other uses beyond streetlights and whether <br /> there were any other options beyond working with First Energy on them. He stated that the <br /> city should have a plan for clean energy, and pointed to his own notes from a public <br /> meeting which detailed public demand for EV chargers. He added that Jimmy Smith of <br /> ChargePoint was in attendance to propose a grant opportunity to bundle the $35,000 for <br /> EV chargers with future state money. <br /> Chairman Rader inquired as to whether the city has a plan to use the one-time EV state <br /> grant. He noted potential timing constraints on when the NOPEC money needs to be spent <br /> and whether it overlaps with the timeline of the state grant. <br /> Councilmember Bullock questioned the structure of NOPEC grants and noted the <br /> organization's potential desire to put up signage on chargers. Director Leininger <br /> highlighted the differences between NOPEC's community grants and EV charger funds. He <br /> added that NOPEC has asked to put signage on new signs. <br /> Jimmy Smith of ChargePoint, a contractor that has worked with Lakewood in the past, <br /> offered his support and noted Lakewood's status as a leader in the region in EV charging. <br />
