MINUTES OF THE HOUSING, PLANNING, & DEVELOPMENT COMMITTEE <br /> August 3, 2020 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Shachner, Kepple, & Rader <br /> Also Present: Councilmembers O'Malley & Bullock, Director Ducu, Director Leininger, Acting <br /> Police Chief Wilkins, Chief Dunphy <br /> Start time: 6:00 p.m. <br /> AGENDA <br /> Approval of the minutes of the July 27, 2020 Housing, Planning&Development <br /> Committee meeting. <br /> Chairman Shachner made a motion, seconded by Councilmember Kepple to approve the <br /> minutes. <br /> A roll call vote was taken as follows: <br /> Yeas - Kepple, Shachner, Rader <br /> Nays - None <br /> Motion passed. The minutes were approved. <br /> RESOLUTION 2020-39 -A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to <br /> take effect at the earliest period allowed by law, authorizing and directing the <br /> Director of Public to designate express parking spaces under certain circumstances. <br /> (Referred to HPD 07/06/20) <br /> SUB. RESOLUTION 2020-39 -A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to <br /> take effect at the earliest period allowed by law, authorizing and directing the <br /> Director of Public Safety to designate express parking spaces under certain <br /> circumstances. <br /> Director Leininger gave an overview of the legislation noting that the Police, Fire, & <br /> Planning departments were all involved in the decision making behind curbside express <br /> parking. The legislation sets up a general framework for the creation of curbside express <br /> parking,which does not exclude businesses with private parking lots. Five points that were <br /> suggested were included in the legislation and slight modifications were made to the <br /> opening section. <br />
