Please Substitute f_o-" -t he. -or igi_n'al i i Referred to Finance on 9/8/20 RESOLUTION NO. 2020-54 BY: Bui_lock, Kepple, Litten, Neff, o' Malley, Rader, Shachner A Resolution to formally identify agreed -upon priorities that Council authorizes and directs be incorporated into the 2021 budget. WHEREAS, Article 5.5 of the Third Amended Charter of the City of Lakewood requires the Director of Finance to prepare and present City Council with a budget for the following fiscal year in order for City Council to begin the process of making appropriations; and WHEREAS, the Finance Committee annually engages Councilmembers early and actively in the budget process; and WHEREAS, Councilmembers considered a number of proposed ideas for projects and policies to benefit the community, evaluated them by criteria such as alignment with City goals, achievability, and the number of residents benefitted, among many others; and WHEREAS, at the culmination of this series of meetings, Council expressed support for the priorities included in the accompanying attachment(s); and WHEREAS, pursuant to the Constitution of the State of Ohio and the Ohio Revised Code, municipalities have the power of local self-government, and the power to enact laws that are for health, safety, and welfare; now, therefore BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Sectionl . That this Council hereby establishes as among its preliminary priorities for the 2021 fiscal year those policies, projects, and initiatives included in the attachment and authorizes and directs that the Finance Director incorporate these priorities into the budget book and accompanying budget and appropriations legislation for fiscal year 2021. Section 2. It is found and determined that all formal actions of this Council concerning and relating to this Resolution were adopted in an open meeting of this Council, and that all deliberations of this Council and of any of its committees that resulted in such formal actions were in meetings open to the public in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code. Section 3. The Clerk of Council is hereby authorized and directed to forward a copy of this resolution to the Mayor and a copy of this Resolution shall be spread upon the minutes of this meeting.
